Hello sifus, I want to gauge more information regarding the topic title before I start my next move.

Summary, a big family moved into our neighborhood a few months ago. We understood that the landed house they moved in is a rental house due to the rental banner outside before the move-in. The issue is the amount of air and noise pollution they have brought with them. The adult son of the family has a car with modified exhaust, and he always leave his car idle for quite some time on a daily basis (30 to 90 minutes average, I could be wrong since I'm not at home much during weekdays). Friends of the son hang out with him frequently too, and they also leave their car on for a long time. What is worse is he will also test his exhaust regularly on weekends from my observation, and it gets very annoying, since I saw my neighbors hang out much less after the family has moved in.

My dad is at home much longer than me, and my mom will also stay at home more frequently next year. I am very concerned for them if this keeps on, the effect of the exhaust fumes on their health will be bad. My other issue is that I am not very sociable with the neighbors, so I don't know if any of them have confronted the family about their pollution. My introvert will not allow me to speak with the family face to face too, as I feel it could cause a lot of misunderstandings and worsen the situation. But I will try my very best to ensure that reminders have been given to the son ample times before I make a report as a last resort. I am asking first, just so I can gleam experiences of others making similar kinds of report and I can prepare adequately for it.

The main points of information that I want to get is:
1. Which authority should I report to? What comes to my mind is the police or Jabatan Alam Sekitar, but I want to know if there are other that I missed.
2. What kind of document and evidence should I attach alongside my report? Information and experience on this kind of report is scarce, even when I have searched everywhere online.
3. If you have experience of reporting this kind of issues with the relevant authorities, please share your experience and whether the report has worked or fell through.

The only shipping option I had was AmazonGlobal International Shipping (Standard). Been Googling around but nothing much came up about it.

Got Police Block on the way to Cempaka LRT?

A few days later I have to go to office. Usually I go by car then board LRT at Cempaka, but now I don't know if got police block on the way to LRT... I got check Waze and there's currently none, but heard now the police blocks are mobile...

If got police block, can pass with MITI letter + company letter + staff list? MITI letter is the one with PPN on it, but my sector says "penghantaran"... Don't think I saw that in the essential list.

Will be going to LRT from Taman Saga/Taman Bukit Teratai area, locals please answer ya, TQ.
