[extreme urgent]set initial conditional formating

here's my coding tht i need to apply my excel cond formating,NOW
my problem is ... the column will turned green itself though no value was added in. may i noe how to set the initial color to no fill?

Here is wat i done for my excel.
the problem here is i want those condition to be apply in two alternate column
that means one column got the cond then leave a blank then apply tht conditon again.
let say below is the column in excel:

apply condition | no condition | apply condition | no condition ...
_______________________________________________________________

so issit the intLoopX or intLoopY shud be +2 ?but it cant work!!

[urgent]MACRO FOR CONDITIONAL FORMATING IN EXCEL

please HELPpppp!! URGENT!

d o anyone know how to do the progrmming for the conditional formating in Ms.Excel?

eg:
result year 2000: 50
result year 2001: 77
result year 2002 :78

condition :
-if the result of the current year BIGGER than previous then the cell will be RED in color

-if the result of the current year EQUAL previous then the cell will be YELLOW in color

-if the result of the current year LESS than previous OR both are 0 then the cell will be GREEN in color

this conditions are entitled to apply to ALL CELLS in the column.
