Owner and developer lost S&P agreement

Property under master title.
Currently owner is not the first buyer.

Both owner and developer lost S&P.
Property has been paid off long ago,bank don't have them.
Previous sales lawyer don't have them.

I was a potential buyer but didn't proceed because of S&P issue.
However,I'm still interested in this property. What can the owner do in order for them to sell the unit?

Malaysian shamelessly cut queue

I was queueing up to take bus at Singapore CIQ.This Indian lady was trying to cut my queue. I stopped her and asked where she think she is going.
She come up with an excuse of meeting her friend at the front. Pointing out her friend at the front and her friend even wave to identify herself. This is the common excuse Malaysian use to jump queue at the causeway.

I refuse to let her through and told her to ask her friend to come the back to meet her. We got into argument where she have the face to say "Usually no problem,even the bus conductors don't say anything." She "don't think it's a problem". She tried justify by saying "I have to work" which I respond that everyone here also have to work.

In the end, she didn't need to meet her friend after all. Her friend at the front didn't bother to give up her position to meet her.

The funny thing is, everyone seems to be ok with it. She managed to make her way to the middle of the queue with her lame ass excuse. On the way back home, I keep thinking to myself "evil prevails when the good do nothing", "MO1 prevails because Malaysian did nothing", "did she demand me to let her cut queue or was she asking permission to cut queue? Maybe I should ask that to the next person who try to jump my queue and get in an argument with."

Agent ask us to issue cheque to show our sincerity

We are interested in a subsale unit, and we are negotiating the price with the owner through his agent. After a more then a month, we still haven't finalize the price.

The owner didn't respond to our counter offer for 3 weeks. The agent said he's out of country. Now the owner is back and the agent is asking us to issue a cheque to show our "sincerity" in buying the unit.

Question
1. Have you heard of asking for "sincerity" cheque?
2. Is this a worthy issue to complain to Malaysian Insitute of Estate Agents?

I'm interested in setting up a local meshnet,hyperboria. Wonder if anyone interested?

University and college are the best place to start this (close proximity,tech savvy,heavy p2p user). It could reach a point where students don't need to pay for ISP and surf through college internet.

Ever since raspberry pi 2, is out, a lot of people will want to repurpose their old raspi for something useful. How about turning it into meshberry. Run torrent on it. I even thought of hooking it up to helium balloon and powered by solar power and battery. That would be useful during disaster like recent floods.
