Winding up of a Limited Liability Partnership

Hi Lowyat, i need some help here since i'm green in LLP.
I wanted to 'Voluntary Winding Up of a Limited Liability Partnership (LLP)' meaning dissolve/shut down our LLP company that has not been running for years..just renew license only. Being inactive we wanted to shut down and my partner agreed too. We have read and understand few lines at https://www.ssm.com.my/Pages/Register_Busin...artnership.aspx about the dissolution but we don't understand the list paragraphed at (1) and (4) as follow:

1. Written notice from the Inland Revenue Board of Malaysia stating that it has no objection to the Registrar making a declaration of dissolution of the limited liability partnership;
4.Statutory Declaration made under section 50(3).

As per (1) how do get written notice from IRB since we never made any business nor accumulate asset under this LLP company. Do i have to go LHDN office or just email to them. I did went to LHDN office but they don't understand my intention to dissolve LLP. Did i missed something?
And (4) What is 'Statutory Declaration made under section 50(3).'?

Has anyone experienced how to dissolve LLP company?
