PETALING JAYA: Penganalisis politik percaya Ketua Pengarah Kesihatan Dr Noor Hisham kini dalam keadaan terhimpit, antara menjaga keselamatan dan kesihatan rakyat dengan memastikan ekonomi negara bergerak ketika wabak Covid-19 terus menyerang .

Kamarul Zaman Yusoff dari Universiti Utara Malaysia (UUM) berkata, Noor Hisham tidak wajar mengeluarkan kenyataan bahawa PKP di seluruh negara, (kecuali Sarawak ) yang dijadual berakhir 4 Februari ini, tidak akan dilanjutkan.

Kelmarin media melaporkan Noor Hisham sebagai berkata selepas tarikh itu perintah kawalan pergerakan bersyarat (PKPB) akan menyusuli.

“Kenapa Ketua Pengarah Kesihatan tiba-tiba buat kenyataan sedemikian, ia masih awal sedangkan perkara ini hanya boleh diputuskan oleh Kabinet. Sepatutnya belum ada lagi pengumuman seperti ini yang boleh mengelirukan orang ramai,” kata Kamarul Zaman.

Menurut beliau kenyataan Noor Hisham itu seolah-olah mendahului keputusan jemaah Menteri.

“Sepatutnya keputusan kena kolektif, bukannya keputusan berseorangan. Bukan kerja dia buat pengumuman seperti itu. Sebab kalau lihat, keadaan Covid-19 di negara masih serius.

“Lainlah jika boleh dipastikan bahawa kes Covid-19 di dalam negara sudah berkurangan pada 4 Februari depan. Kita ketika ini juga tidak tahu keadaan bagaimana situasi kes Covid-19 pada minggu hadapan,” katanya.

Menurut Kamarul, tidak wajar isu kesihatan rakyat dan isu ekonomi digandingkan secara bersama, memandangkan isu kesihatan rakyat sewajarnya lebih diutamakan berbanding isu lain.

“Nyawa rakyat perlu lebih diutamakan. Jadi, belum berbangkit juga isu bila PKP tidak diteruskan, maka proklamasi darurat juga perlu ditamatkan. Memandangkan Jawatankuasa Khas Bebas juga masih belum bermesyuarat lagi,” katanya.

Noor Hisham dilapor menegaskan kepentingan ekonomi dan kesihatan perlu di seimbangkan dan keputusan tidak melanjut PKP diambil bagi mengelak kesan negatif keatas ekonomi negara, kerana kepentingan ekonomi dan kesihatan perlu seimbang.

Sehingga 26 Januari, Noor Hisham melaporkan masih ada 40,574 kes aktif dengan 111 daripada 280 pesakit di unit rawatan rapi memerlukan bantuan pernafasan. Manakala, 3,585 kes baru Covid-19 dilaporkan dalam tempoh 24 jam lalu.

Serta, 11 kematian dicatatkan, menjadikan jumlah keseluruhan kematian adalah 700 orang daripada 190,434 kes Covid-19 setakat ini.

Penganalisis politik dari Universiti Malaysia Sabah (UMS) Lee Kuok Tiung berpendapat keputusan untuk menamatkan (PKP)2.0 pada 4 Februari ini bukan satu keputusan paling tepat.

“Ia keputusan sukar buat Noor Hisham, untuk mengekang penularan Covid-19, sebenarnya perlu teruskan darurat. Daripada sekarang ini dilaksanakan separuh-separuh, dilema paling besar adalah ekonomi rakyat.

“Saya dengar itu yang menyebabkan Noor Hisham keluarkan kenyataan itu, sebab dia kena “sandwich” di tengah-tengah. Saya secara peribadi katakan, PKPB tidak efektif, masih banyak kelonggaran,” katanya kepada FMT.

Bagaimanapun menurut Lee pelaksanaan PKPB masih menyebabkan masyarakat bergerak ke sana dan ke sini. Baginya, adalah lebih baik sekiranya “total lockdown” dilaksanakan untuk suatu tempoh waktu yang ditetapkan.

“Dua minggu atau tiga minggu, selepas itu baru kita lihat, tidak perlu lagi PKP atau PKPB dan sebagainya. Ambil pendekatan yang drastik sedikit. Minta maaflah, walaupun sudah diisytihar darurat ia masih juga sama. Bagi saya tiada erti itu,” katanya

Biden pushes ‘Made in America’ approach by Trump

WASHINGTON: President Joe Biden will sign an executive order Monday giving priority to US companies and products in contracts with the federal government, pushing a “Made in America” approach favoured by predecessor Donald Trump.

The order, senior White House officials said, aims to boost national production and save industrial jobs by increasing investments in manufacturing industries and workers in order to “build back better”.

Less than a week after his inauguration, Biden is pushing his priorities through with executive orders, even though his cabinet is not fully in place, with the roles such as secretary of state still to be approved.

The new executive order should reduce the possibility of skirting rules requiring federal authorities to prioritise buying US-made products.

Biden wants to limit the way federal agencies stamp the products they buy as “Made in America” in order to eliminate legal loopholes used by companies that often manufacture in the US only a small portion of the products offered to the government.

Avoiding a trade war

Biden’s decision echoes those of his predecessors, particularly Trump.

Trump had issued an executive order urging the federal government to purchase more US-made products and turning tariffs into a weapon against imports – with mixed results.

But instead of a trade war, Biden favours tightening the “Buy American” rules and wants to utilise the federal government’s buying power.

“The dollars the federal government spends … are a powerful tool to support American workers and manufacturers. Contracting alone accounts for nearly US$600 billion in federal spending,” an administration official said.

The Buy American Act of 1933, still in force, requires federal agencies to prioritize buying goods produced on US soil, but “these preferences have not always been implemented consistently or effectively”, according to the Biden administration.

Biden’s approach seeks to change the structure of the process by changing the definition of what is considered a US-made product and reducing the possibilities for exemptions.

The administration also wants new companies, including small ones, to have access to tenders.

Strengthening the supply chain

During his presidential campaign, Biden promised to strengthen the “Buy American” process with a US$400 billion plan for projects using US-made products – including steel, or protective equipment for healthcare workers battling Covid-19.

After his electoral victory, Biden said the federal government would buy American cars and inventory.

However, companies have already warned that overly restrictive rules could cause costs to soar, making it harder to buy parts made outside the US.

The executive order should also be seen as part of “the President’s commitment to invest in American manufacturing, including clean energy and critical supply chains”, an official said.

Washington said the pandemic has highlighted the shortages and weaknesses of the system, and said that it wanted to avoid being put in a position of depending on countries that do not share the US’ interests in delivering essential materials.

Biden reaffirms Taiwan of ‘rock solid’ ties.

WASHINGTON: The US State Department urged China to engage in dialogue with Taiwan’s democratically elected representatives and cease putting military, diplomatic and economic pressure on the island.

The US statement on Saturday’s move came as Taiwan said a fleet of 13 Chinese military planes, including eight H-6K bombers, entered its air defence identification zone, in an apparent stepping up of Beijing’s almost constant military incursions around the Taiwan Strait.

“We will stand with friends and allies to advance our shared prosperity, security and values in the Indo-Pacific region – and that includes deepening our ties with democratic Taiwan,” the Department of State said in the statement.

The wording appears to indicate some continuity with former US president Donald Trump’s willingness to engage with Taiwan, at the risk of provoking the Chinese government, which sees the island as part of its territory.

Trump’s government sold arms to Taiwan and his Health and Human Services Secretary Alex Azar travelled to Taipei in August, becoming the highest-level US visitor in decades.

“The US will continue to support a peaceful resolution of cross-strait issues, consistent with the wishes and best interests of the people on Taiwan,” the State Department said, adding that the commitment to Taiwan is “rock solid” and contributes to the maintenance of peace and stability in Asia.

At the same time, the US pledged to stand by communiques agreed with China, and its use of the phrase “people on Taiwan” could indicate that the Biden administration is keen to avoid any direct confrontation with China by elevating the status of Taiwan.

US allies around the world have been eagerly awaiting indications of Joe Biden’s approach to China.

PETALING JAYA: Selepas menunggu hampir tiga bulan, keluarga bagi 20 pekerja migran warga Nepal yang meninggal dunia di negara ini, menerima mayat ahli keluarga masing-masing di Kathmandu semalam.

Mereka dibawa pulang melalui penerbangan Nepal Airlines dari Kuala Lumpur.

Pekerja terbabit meninggal dunia akibat pelbagai sebab semasa bekerja. Ramai warga Nepal bekerja di sini sebagai pengawal keselamatan.

Menurut laporan agensi berita Asian News International (ANI), memetik kedutaan Nepal di Kuala Lumpur, lagi 37 mayat pekerja warga Nepal itu sedang menunggu untuk dihantar pulang.

Seorang ahli keluarga, Nakul BK menyuarakan rasa lega kerana akhirnya menerima mayat adiknya.

Nakul dan isteri adiknya itu sudah membawa mayat itu pulang ke kampung halaman untuk proses membakar mayat.

“Kali terakhir saya bercakap dengannya melalui telefon semasa Tihar (festival cahaya). Beliau berjanji menelefon dan bercakap dengan kami lagi tetapi itu tidak berlaku.

“Kami terkejut apabila kemudiannya menerima berita kematiannya,” kata Nakul kepada agensi berita berkenaan.

Jurucakap Nepal Airlines, Sulekh Mishra berkata pihaknya memutuskan untuk membawa pulang mayat sebagai sebahagian daripada tanggungjawab sosial korporat bagi syarikat penerbangan itu.

Nepal, dengan jumlah penduduk 30 juta, menyediakan sekitar 382,000 pekerja ke Malaysia. Sebilangan besar warga Nepal dikatakan memasuki negara ini dengan visa pelancong dan menetap lebih lama.

Salah seorang yang meninggal dunia sebelum ini menjadi pekerja sah merupakan bapa kepada Milan Magar, 41, yang berasal dari Dhankuta untuk menerima mayat terbabit.

“Dia bekerja di Malaysia selama 10 tahun. Dia meninggal semasa tidur sebaik pulang dari bertugas,” Milan beritahu ANI.

Milan berkata bapanya meninggal dunia pada 12 Dis tahun lalu, tetapi keluarganya terpaksa menunggu lebih sebulan untuk menerima mayat
