Reno Contractor Took 80% Payment but Delayed..

Hi Everyone,

I’m seeking advice regarding an ongoing house renovation issue in Malaysia.

I engaged a renovation contractor to carry out major renovation works, which according to the agreement should have been completed within 4 months. Unfortunately, it has now been over 16 months, and only around 50% of the work has been completed.

The major issue is that I have already paid more than 80% of the total contract value (220k), yet the contractor keeps delaying the remaining work with repeated excuses and no firm completion timeline. Despite multiple follow-ups, progress has been extremely slow for many months.

The contractor is an Indonesian national operating locally.

I would appreciate advice on the following:

1. What are my legal options?

2. Can I lodge a case with the Tribunal Tuntutan Pengguna Malaysia (TTPM), and is this applicable for renovation disputes?

3. Is it possible to terminate the contract and appoint another contractor?

4. Can complaints be made to CIDB Malaysia or any relevant authority?

5. If the contractor is a foreigner, are there any immigration or work permit considerations that apply?

6. What is the best way to recover losses?

I have the contract, payment records, WhatsApp conversations, and site photos as evidence.

Any advice from those who have gone through similar situations, or from legal/property professionals, would be greatly appreciated.

Thank you in Advance.
