I have a unit of PSone that I'd like to repair. It is able to turn on but there's no video and audio coming from it

Does any kind soul here are able to advice who or where do i send the console to?

NOT BEING A RACIST!

I live in an apartment, recently there's a few muslim girls that moved in next door, after that can see that there are guys living with them too. I really don't give two flying F about that. But recently they started to talk and sing loudly. Can be heard from my house.

That's not it, they are smoking in their house and when they open the door, the air that escapes from their house smells like shit. It reeks of cigarette smell and the smell of damp clothes that's left hanging for days.

So now I'm thinking if I should complain to management? Or do I be the evil basket and complain to JAIS.

Update

Now not only they do what they do, but those f*ckers start littering the corridor, not only that, threw the empty cigarette box outside my house.
I think I'll skip the complaining to the management, i'll hook up a hidden cam outside my house to record those ars3holes that walks pass to get home and leave in the morning then send it to JAIS.

i want to know what is the cheapest setup for htpc, no gc needed, on board sound and graphics will do.
must be able to handle 1080p matroska files without stuttering when being fast forward or so.

the only games will be played on it is bejeweled3.

things i can reuse
- huntkey greenpower 550w psu
- casing
- mouse and keyboard
- display
- speakers

with my needs, what's the lowest price in getting a setup?

P.S: i said lowest price so please don't ask me for budget, all i need is the components and the price.

my 5850 is having some weird noise clacking noise that is continuous coming from the fan.
is it possible for me to fix it myself or do i have to send for RMA?

hey sifu sifu sekalian, i don't know if anyone seen any of my thread before regarding this issue, im gonna bring it up again this time with pictures.
all i know is my northbridge heatsink produces massive heat from it, i got burnt once on my fingertip.

1) my motherboard is on see, LED is on.

2) i press the on button, the cpu fan spins, there's no beep, no sign of start up, no bios, no nothing. fans all spinning that's it, as shown in picture:

after 1min the northbridge's heat is damn hot, can feel it like 3cm away(i burnt my fingertip before)

3) this LED on the casing won't go off.

My rig spec is:
Proc:Intel Pentium 4 @ 2.6ghz
Mobo:Asus P4P800
Ram: 2x512mb ddr400 ram
GC: Ati Radeon 9550GE AGP
PSU: Huntkey Greenstar 500watt

as mentioned, i turn on, fans ran, no bios, no beeps. northbridge is massively hot.
it happened after my gf accidentally offed my main power switch, after that, it wouldn't turn on anymore.

what do you guys think is the problem, i really wish to revive this little man, served me quite a number of years
