BREAK: US Army Pacific plans war over Taiwan 2027

WAIKIKI BEACH, Hawaii — U.S. Army Pacific has prepared the Indo-Pacific theater under the assumption that China will have the capacity — and possibly the intent — to seize Taiwan by military force next year, its commander said Tuesday.

The threat posed by what has come to be called the Davidson window is “still valid,” Gen. Ronald Clark told the audience at the TechNet Indo-Pacific conference in Honolulu.

In 2021, Adm. Philip Davidson, then head of U.S. Indo-Pacific Command, told a Senate committee that China was on course to achieve the military capacity to seize Taiwan by 2027.

The six years leading up 2027 during which China achieved that capacity became widely known as the Davidson window, and it has driven U.S. defense budgeting and strategy in the Pacific with the goal of either deterring or obstructing such an invasion.

China regards Taiwan, a self-governed democracy lying just off its southeastern coast, as a renegade province that must be brought under Beijing’s control.

The U.S. provides arms to Taiwan but maintains ambiguity as to its response if China were to attempt an invasion.

During an event at Georgetown University in 2023, former CIA Director William Burns said that U.S. intelligence indicated Chinese President Xi Jinping had instructed his military to be ready by 2027 to conduct a successful invasion of Taiwan.

But an annual threat assessment issued this spring by the Office of the Director of National Intelligence specified that the threat to Taiwan was not imminent.

“Chinese leaders do not currently plan to execute an invasion of Taiwan in 2027, nor do they have a fixed timeline for achieving unification,” the assessment states.

Clark was asked at the conference whether the Davidson window remained relevant.

“The answer for us at USARPAC is yes,” he said.

Clark described the six-year window as “a period of time for which we’re snapping the chalk line to say we need to be ready by this date.”

“So, we’ve embarked upon a strategic approach to setting the theater that we refer to as Army Ready Forward,” he said.

Under Ready Forward, Army Pacific has postured equipment, materiel and personnel on a rotational basis west of the international date line on the island chains closest to China, Clark said.

The most pressing issue is finding the right balance between “exquisite high-end systems and affordable, mass-producible alternatives,” particularly in respect to autonomous systems, he said.

Ex-FBI boss tells Americans to take warnings to stock up seriously

The former Deputy Director of the FBI has issued an urgent warning to Americans as countries worldwide start stockpiling supplies for a potential crisis.

Dan Bongino, who left the bureau in January, said the public needs to do what the UK and European governments are telling citizens: Have a preparedness plan and at least three days of food and power ready.

'Have yourself an emergency radio, have yourself some batteries, get yourself some emergency food, get yourself a rain collection and water filtration, some filtration tablets,' he said on Monday.

'Get your stuff today. Please. Do it for your family,' Bongino added.

Governments in the UK, Sweden, Germany, Ireland, the Netherlands and France have encouraged households to keep food, water, medicines and other essentials available for emergencies.

The UK’s updated guidance released this month recommends enough supplies for three days, helping families cope if severe weather, cyberattacks or other disruptions interrupt essential services.

Bongino, who has also worked for the Secret Service and NYPD, said preparing in advance could reduce anxiety and prevent families from finding themselves without essentials when a crisis strikes.

‘There’s nothing wrong with being prepared. It’s not panicking or anything like that,’ he said.

Japan to Urge Citizens to Stockpile Three Days of Food, Water

Japan's government plans to ask all citizens to stockpile at least three days' worth of food and water in preparation for disasters such as major earthquakes and volcanic eruptions. The aim is to encourage households to prepare self-help measures, given the possibility that government rescue and relief efforts could be delayed immediately after a disaster.

Disaster Management Minister Goshi Hosono said he plans to issue an "urgent request" to the public to strengthen disaster preparedness on the 2nd of next month, timed to the launch of the new disaster management agency, according to FNN, an affiliate of Japan's Fuji TV, on the 27th. The request will also be conveyed to central government ministries and all prefectures.

"At Least Three Days, a Week if Possible" — Government Calls for Emergency Supplies

Appearing on Fuji TV's online program, Hosono said: "I would like to say at least three days' worth, and a week's worth if possible." He added, "Please prepare enough food, toilet supplies and water at home so that you can manage even without public support from the government."

The disasters the Japanese government is guarding against include a megaquake along the Nankai Trough, a direct-hit earthquake under the capital, massive earthquakes around the Kuril and Japan trenches, and an eruption of Mount Fuji.

If a disaster of that scale occurs, key infrastructure such as roads and communications networks could be damaged, leaving outside assistance unable to arrive in time. Residents therefore need to keep emergency supplies on hand so they can sustain themselves until rescue personnel arrive.

Hosono also cited improving living conditions at evacuation shelters as a key task. The plan calls for expanding basic facilities such as toilets, hot meals and beds, as well as bathing facilities, to ease the hardship faced by disaster victims.

U.K. Also Advises Three Days of Emergency Supplies, Including Water, Food and Cash

The British government has likewise advised its citizens to prepare emergency supplies sufficient for at least three days.

The U.K. Cabinet Office launched a campaign called "Be Ready" on the 22nd to improve the public's ability to respond to emergencies.

The aim is for households to be able to get by for at least 72 hours even if essential services such as electricity, water and telecommunications are cut off, whether by severe weather including storms and heavy rain or by cyberattacks.

The emergency supplies outlined by the British government include three liters of drinking water per person per day and food that can be eaten without cooking. Flashlights, spare batteries, portable chargers, radios and cash are also on the list.

The government said, however, that there is no need to buy emergency supplies all at once. It advised building up stockpiles gradually by adding a few necessary items during regular grocery shopping.

The US Treasury Department said it is imposing more than $1.2 billion in penalties against Bank of America.

The Treasury said in a Tuesday news release that the bank — the country's second-largest — failed to report over $5 billion in suspicious transactions to the Financial Crimes Enforcement Network. This included Chinese money-laundering networks along the US's southwestern border.

It added that the bank had also violated several sanctions programs, "including on Iran, Russia, narcotics, and global terrorism."

The Treasury did not provide details of when these missteps occurred. Its release said the fine was the third-largest penalty it had imposed in its history.

"When a bank of this size fails to meet its anti-money laundering and sanctions obligations, the consequences extend far beyond its own walls, exposing the entire US financial system to significant illicit finance risks," Treasury Secretary Scott Bessent said in the release.

"Today's actions send a clear message that even the biggest financial institutions are not above the law," he added.

The Treasury said that the bank lacked trained staff who could monitor suspicious activity. Along with the fine, the Treasury has ordered the bank to work with a third party to identify and report previously undetected suspicious transactions, and to undergo an independent review of its suspicious activity identification.

A BofA spokesperson said in a statement that it is working with regulators on the issue.

"We have invested billions of dollars in technology and dedicated thousands of employees to combat financial crime, and our team is far along with and committed to completing the work required to address the issues raised by our regulators," a Bank of America spokesperson said.

The spokesperson also said that the fine would impact the bank's upcoming third-quarter earnings, "impacting net income by approximately 17 cents per share."

Representatives of the Treasury did not respond to requests for comment from Business Insider.

President Trump slammed Dr. Anthony Fauci on Wednesday, not long before the former White House chief medical adviser began his testimony before the Senate Homeland Security and Governmental Affairs Committee.

“Many more people died of Covid under the Biden Administration than under the Trump Administration,” Trump wrote on Truth Social. “‘Operation Warp Speed’ was a SPECTACULAR SUCCESS, in fact, many say, one of the most successful things ever done by an American President. I overrode Fauci on this. His ideas were CRAZY! Also, I said from the beginning that the Virus came from the Wuhan Laboratory in China. Fauci strongly disagreed, always trying to protect China.”

The former adviser pleaded the fifth during Tuesday’s hearing.

Trump, in his post, said he “inherited” Fauci, who previously served as director of the National Institute of Allergy and Infectious Diseases (NIAID) and advised presidents since former President Reagan. He added that the doctor “made too many bad calls, like on MASKS.”

“In any event I didn’t let him shut the Country down, although he wanted to,” the president wrote. “I went the Federalist way, and let the governors decide. The Republican governors did a much better job than the Dumocrats. Fauci was largely taken out of play, and then along came Sleepy Joe Biden, who made Fauci a ‘King!'”

Trump concluded the post saying he advised former President Biden against retaining the doctor in his administration. He accused Biden of going “on to give Fauci vast destructive power. The rest is history!”

Fauci and the president were often at odds throughout the COVID-19 pandemic, differing on health policy and with Trump at times contradicting his guidance.

Biden preemptively pardoned Fauci before leaving office in case he was prosecuted by the Trump administration. Scrutiny among conservatives and Republican lawmakers resulted in a subpoena he received to testify about a purported cover-up of U.S. involvement in viral research at a lab in Wuhan, China, that some Republicans have alleged caused the outbreak

Sen. Rand Paul (R-Ky.), the committee’s chair and a major critic of Fauci, also publicly released more than 1,000 pages of the doctor’s personal diary entries that documented his response to the pandemic in real-time. The posts detail how Sars-CoV-2 jumped from animals to humans, adding that a wet market in Wuhan was not the source of the virus, but it “was the amplifier.”

Fauci also took credit for the state lockdowns and expressed dissatisfaction with Trump’s rhetorical style during press briefings, at times calling him “very rambling and disorganized.”

Paul, in past Senate hearings, has clashed with Fauci and has staunchly promoted the “lab leak” theory, suggesting that COVID-19 escaped from the Wuhan Institute of Virology in November 2019. BitMart has started a phased shutdown of its global cryptocurrency exchange after reviewing its operating conditions, market environment, and future strategy.

BMX, the exchange’s platform token, fell by around 63% during the 24 hours surrounding the announcement.
