24 years old college dropout studying again

Hi, little background of me. Im 24 years old atm, dropped out from a Software Engineering degree when i was 21.I worked minimum wage jobs for the past few years while paying my study loan.
Now i would like to go back to studying again since minimum wage jobs are not enough to live with . I hope i can get some advices and guidances from the people of this forum since im not that well versed in the choices and paths that i can take.

Basically i would like to take IT/Software Engineering/Anything around the field. I just need help with these following questions.

1)Finance
My parents average around 8K salary per month, which is not bad but considering I have 4 siblings and living costs, I dont want to trouble them to be honest.I honestly would like to get a Full loan, not just partial(study fees only) for that.I have been looking around and thought about getting Mara(maybe enroll into UNIKL) or Kojadi Education Loan(anyone had experience with this before?) Is this doable?

Also that am i eligible to ask for a study loan while paying for my previous loan from my failed degree?

2)Where do i study.
This ties in with the finance point as well.As for now i seem to have 2 choices that i can go into, either UNIKL(get mara/kojadi/any other loan)
Or if that is not possible maybe just go into polytechnic(i had a friend who went from poly to UTM) which is cheaper but i heard stories of people from poly not getting into degrees/had to wait for the young matriculation/asasi students to get in first because u can already find a job with poly diploma).I guess getting answer from the finance point would help me make my choice but anyone has any suggestions regarding any other paths i can take?

Sorry for essay, need some help and thank you in advance
