Monitor Problem - bright pixels

Hi,

I have a Samsung SyncMaster SA350 LCD monitor (TN panel I think) having problem and I'm not sure whether it is dead pixel, stuck pixel and something else.

With a black background, it's very obvious that a lot of the pixels are still lit when they should not.

I have tried some software to unstuck pixels but it's still the same. Does anybody know what problem is this, and whether this is repairable?

(Please ignore the 2 horizontal black bars in the middle of the photo. They are caused by the camera)
