It has been a while. Meh la aku distract hangpa daripada topik-topik panas yang boleh mengurangkan pahala puasa. Haha.

Minggu lepas ada dengar tak kerajaan Malaysia terbitkan hutang di peringkat internasional? Kalau terlepas, ni aku kongsikan.

Ceritanya, kerajaan Malaysia, kita panggil GoM lah ya (Government of Malaysia), nak terbitkan Sukuk (bond yang comply Syariah) ni untuk pinjam USD1.0bn daripada pasaran antarabangsa. Ada dua tenure; 10 tahun dan 30 tahun.

Hari Isnin tu aku ada la dapat invitation untuk join virtual roadshow untuk fixed income global investors. Selain Tengku Zafrul, ada juga representative daripada team Bank Negara dan MoF. Tapi ye la, start pun pukul 5.30pm. So aku dengaq depa cerita sambil kepala dok pikiaq nak berbuka apa la satgi ni. Haha.

Anyway, lepas dah promote itu ini, diaorang pun mula la ‘open book’. Kira macam, siapa yang berminat nak bagi pinjam duit kat GoM ni, boleh la submit nak bagi pinjam berapa, nak pinjamkan untuk 10 tahun ke yang 30 tahun, dan berapa return yang investor nak.

Dalam bond/sukuk market ni, kita selalunya tak mention pasal ‘price’. Kita guna ‘yields’. Untuk senang faham, gini.

Katalah kita di pihak yang nak meminjam. Secara logiknya, kita nak pinjam pada kos yang paling rendah la, kan? Antara nak kena bayar 2% atau 3% kepada investor, yang mana yang kita lebih suka? Mestilah 2% je, betul tak?

Tapi untuk pihak investor pula, kalau kita nak pinjamkan duit kita kat orang, kita nak return 2% ke 3%? Mestilah 3%, sebab investment mesti la nak return yang paling tinggi.

So nampak tak dua-dua side ada misi yang berbeza? Satu nak rendah, satu nak tinggi.

Kalau nak close deal, kena jumpa kat tengah-tengah la.

Untuk issuer (yang nak pinjam duit), tak boleh la letak melampau rendah. Nanti investor tak minat langsung. Kita juga yang tak dapat duit.

Untuk investor (yang nak bagi pinjam), secara realistiknya kena la tengok credibility si peminjam sama. Kalau jenis yang berisiko tinggi (tak boleh bayaq balik), of course la kita akan demand suruh dia bayaq kita lebih (sebagai premium sebab kita ambil risiko bagi pinjam duit kat dia). Tapi kalau kita yakin dia boleh bayar balik (low risk), tak boleh la demand tinggi-tinggi sangat.

Ok, patah balik cerita GoM nak issue Sukuk tadi.

To my surprise (dan mungkin juga sebahagian market player yang lain), demand untuk Sukuk ni hot gila weh.

Kan awal tadi GoM nak pinjam USD1.0bn saja?

Tapi sebab demand yang tinggi, depa upsize jadi USD1.3bn. Breakdown dia; USD800mil untuk yang 10 tahun, USD500mil untuk yang 30 tahun.

Even dah upsize pun, the bid-to-cover (BTC) ratio masih tinggi; 6.4 times. Maksudnya, yang available untuk di subscribe cuma USD1.3bn saja, tapi total demand, lebih daripada USD8bn! Berebut-rebut orang luar nak bagi pinjam duit kat GoM ni rupanya.

Tu kalau dari segi jumlah bidding. Kalau tengok dari segi level pun tak kurang menarik.

Selalunya masa nak promote, ‘bookrunner’ (appointed banks to do marketing & collect order) akan bagi initial price guidance untuk investors pertimbangkan samada depa berminat nak join atau tidak. Untuk kes ni, ada tiga bookrunners; CIMB, HSBC dan J.P. Morgan.

So awal-awal, depa bagi guidance untuk yang 10 tahun; 90bps spread daripada benchmark. Maksudnya kalau benchmark 1.57%, guidance untuk tranche 10 tahun ni 1.57%+90bps = 2.47%.

Jadi investors akan analyze la, berbaloi dak bagi pinjam duit 10 tahun kat GoM ni, dengan pulangan 2.47% setahun.

Dari sini, depa akan fine tune la cari level yang sesuai dan dipersetujui oleh kedua-dua pihak macam yang aku dah explain tadi. Dingdong dingdong, nego nego, keluar la final result.

Kan aku cakap hot kan issuance ni?

Daripada initial guidance 2.47% tu, final level dia tau berapa sudahnya?

2.07% bro.

Maksudnya, investors willing to take lower yields asalkan dapat jadi Sukukholder GoM ni. Untuk GoM, dia untung la sebab dapat kos pinjaman yang lebih murah berbanding initial guidance tadi. Paper 10 tahun tu GoM jimat 40bps, paper 30 tahun pula jimat 35bps (final level: 3.075%).

So pada aku, ini adalah satu pencapaian yang baik sebenarnya. Sebab despite the political noises, S&P letak outlook kita ‘Negative’, nampaknya foreign investors masih percaya dengan kemampuan kita untuk membayar hutang.

Mungkin ada yang akan tanya, “Since the issuance was a huge success, why don’t kita repeat lagi?”

Untuk soalan ni, aku rasa besar kemungkinan GoM takkan buat another foreign currency issuance macam ni, at least dalam masa terdekat ni. Sebab kita ada foreign currency debt limit, iaitu USD35bn. Dan sekarang kalau tak silap dah around USD30bn+ dah outstanding. Jadi, dah tak banyak ruang untuk pinjam lagi.

Mungkin sebab dah tak banyak pilihan, sudahnya kerajaan putuskan untuk korek RM5bn daripada tabung Kumpulan Wang Amanah Negara (KWAN) tu.

Aku taknak komen banyak sangat tentang topik panas macam ni. Lagipun dah ramai yang ulas.

Cuma kalau tanya aku - Tabung tu memang untuk kegunaan emergency. Kalau masa nak keluarkan duit EPF dulu kita kata, “Buat apa simpan kalau time susah ni tak boleh guna?”, rasanya sama juga kot dengan konsep pengeluaran tabung KWAN ni.

Tak, aku tak sokong mana-mana. Neutral je. Sebab kalau nak ikut, isu ni ada impak negative juga pada financial market. Cuma macam isu EPF dulu; idealnya, kalau tak payah usik, lagi bagus. Tapi kalau sampai duit nak makan pun tak ada, elokla luluskan pengeluaran EPF tu.

Macam tu je la. Untuk tabung KWAN ni pula, harapnya kerajaan telus la dalam menguruskan RM5bn ni. Jangan la pi markup sana sini pulak. Tak takut ke dapat banyak pingat macam Barkoba nanti? Haaa.
