rx 580 armor edition fan not working propely

This problem happens in 2 months ago, my GPU fan starts to spin in full load(3000 rpm) and sometimes not spin at all. I can't control either Wattman and MSI afterburner. I had my Rx 580 for about 2 years now, mainly used it for gaming. these are things that i have done.

1. Reseat my GPU and check the PCIe.
2. Uninstall MSI afterburner, because some said it conflicted with Wattman.
3. Clean the GPU.
4. Try to reinstall GPU driver.

sometimes the fan works properly for 2 to 1 days. Its rarely happen though. Please help me
