Car rebates locked during booking?

Just wonder if car deal/rebates is locked during the time we do our booking or it will change depends on when will the car arrives few months later?

This is what i encounter. I did a booking on end of May for the raya rebates+low interest and was told ETA of the car would be mid or end July.
Car loan was approved, but i did not proceed to sign it as there is no car.
But now July i was told the car would only arrives around mid Auguest, and it does not stop there. I was told the raya rebates would stay, but low interest are not longer valid and will have to see how is the Auguest rebates and renegotiate.

Is this a normal practice in the car industries?
