New GPU slowing down PC

I've recently bought a new GPU (GT1030) from my friend for quite a cheap price. After installing it, my pc starts up really slow. Normally it takes 1-2 minutes to start up but after i installed the GPU, it took almost 7 minutes. Then the real problem starts to appear.

My screen would just freeze & then turn blank & then it will work again & then freeze & then it shuts down by itself. Sometimes it would just crash & go blank but notification sound still could be heard. & Anything that I open would take 5 minutes to open (e.g File Exp, Settings). I can't even install the disc for the driver because I can't even start the program.

Is this because my PC bottlenecked or it's something else like overheat? Someone please answer this, I'm literally gonna cry because I can't even play Destiny 2 in low graphics with my old junk GPU (Quadro K600) & I've waited for almost 3 years for a GPU upgrade.
