Any different if I partition and format the hdd and ssd using onboard sata port compare to partition and format in external hdd usb casing using usb port?

Can the same partition and formatted hdd and ssd using onboard sata port and use them in external usb casing without modification?

Can the same partition and formatted hdd and ssd in external hdd usb casing and use them using onboard sata port with modification?

OS platform will be windows. Any dfferent using them across different windows version? Hdd and sata capacity?
