Handling fees on hire purchase loan

Hi guys.
My car loan document was proceed by SA.
I got an approval letter form public bank and they are asking for TM 600 for handling fee. I googled and found an article dated year 2000 mentioning bank negara has informed banks that maximum handling fees can be rm 600 but cannot be passed to the consumer.

Kindy confirm about this handing fee and what should be the charges.

Bank loan and Change of dealer

If my dealer number one apply for loan though a bank and loan is approved can I change my dealer and continue with my approved loan application.

This is for a proton perosona 1.6 standard.

2) we are already in mid January should I go for 2018 stock (considering still available) or just go look for 2019 stock.
Some agents advertise 2018 available in limiter quantity but not sure by the time loan approve they will raise their hands and say sorry no more stock.

I am looking to buy a 2013 chevvy cruze. Got advise to avoid 2012 as it has engine and gear box issues. Any suggestion to buy chevvy cruze. Exiting owners kindly share experience.
