Guys i need some advise.

My developer sent me a letter saying that delivery of my condo is now ready. But i need to pay a few thousand RM before i can collect the keys. Being the 1st property purchase i'm completely lost here. I just want an opinion if things are alright.

Among the stuff that they as me to pay for is
1. Assesment
2. Card Access
3. Consent (now i really dunno what is this)
4. Fire insurance (is it in the law that this must be purchased through them, or can i buy it myself)
5. Maintenance Fees (do i need to pay now cause CF is not issued yet)
6. Quit rent
7. Stamp duty (i don't know what is this for)
8. Sinking fund (again CF not issued yet should i pay this?)
9. Water & Electricity deposit.

Any feedback is appreciated.

Have you called your ISP's helpline?: Yes and they ask me makan sendiri to find the settings

Personal equipment
Modem: ZTE MF600
Router: Aztech WL830RT4
Firewall used: None

Problem details
First occurence of problem: 1st time trying this router... just bought cannot connect..
