Excel Encoding Problem

When I scrape data from a page and export it as CSV file, inside the csv some of the values show â–ªï¸� weird character.
I have change it to export as UTF-8 , but the problem still there. Any IT master know how to solve this?

Hi everyone, currently I am building a E-commerce website (School Project) where I need to apply recommendation system on it using data mining. There are few questions I want to ask:

1) Is is possible to implement product recommender system using TF-IDF?
2)Any data can be used in this recommender system ? (currently I have product name and description).
3)Besides that, can I use rating in this recommendation system (content based) ?

Any IT master can help much appreciate!

Any good pc recommend for gaming ? Prefer MSI
