Some 13 people have experienced mild facial paralysis as a side effect after taking the COVID-19 vaccine, the Health Ministry reported, and estimates are that the number of cases could be higher.
Health officials have raised questions about whether or not to administer the second dose to these individuals, but the Health Ministry is recommending that the second dose be given.

"For at least 28 hours I walked around with it [facial paralysis]," one person who had the side effect told Ynet. "I can't say it was completely gone afterwards, but other than that I had no other pains, except a minor pain where the injection was, but there was nothing beyond that."
As for receiving the second dose, he admits he is undecided, but says that "it is important to note that this is something rare, and I don't want people to avoid getting vaccinated – it's important."
"I recently came across, for example, someone vaccinated who was dealing with paralysis, and decided not to give her a second dose," Prof. Galia Rahav, director of the Infectious Diseases Unit at Sheba Medical Center told Ynet. "It is true that it can be given according to the Health Ministry, but I did not feel comfortable with it."
She added that, "No one knows if this is connected to the vaccine or not. That's why I would refrain from giving a second dose to someone who suffered from paralysis after the first dose."
The Health Ministry stated, however, that the second dose should of course be only provided if and when the paralysis passes, Ynet reported.

A clinical trial volunteer for a Chinese COVID-19 vaccine candidate in Indonesia tested positive for the virus, said the trial team leader on Friday.

The vaccine is developed by a Chinese company, Sinovac Biotech, and imported to the country by the state-owned Bio Farma.

Kusnandi Rusmil, the head of the trial and research team from Padjadjaran University, said in a statement that the infected volunteer has been put in isolation under strict supervision.

"After nine days, the volunteer’s condition seems to be good," said Rusmil, without specifying the volunteer’s gender.

He said the volunteer, after receiving the first injection for the trial, traveled out of town.

“The volunteer was declared healthy upon returning from the trip and then received the second injection,” said Rusmil.

However, he added, due to their travel history, the volunteer was required to take COVID-19 test by the local health authority and tested positive for the virus.

Rusmil said he was unable to confirm whether the volunteer was injected with a potential vaccine or a placebo.

“As we conduct the trials under blind observer principle, we cannot identify who gets the vaccine and who gets the placebo,” he added.

Volunteers who were injected with placebo would be compared to those who were injected with the potential vaccine to determine its capability to build immunity.

Rusmil went on to say that the volunteers’ immunity against the virus would be formed after the second injection.

"Clinical trial volunteers will still have their health monitored for six months after the last injection," he said.

The team is conducting Phase 3 of the clinical trials, which started in early August to last six months.

At least 450 volunteers have been injected with a potential vaccine or placebo.

PUTRAJAYA (Bernama): The Health Ministry is already looking four months ahead by preparing for a possible spike of Covid-19 infections due to winter weather conditions in several other parts of the world.

Health director-general Tan Sri Dr Noor Hisham Abdullah said although the country’s infection rate is now under control, developments in other countries, such as India, South Korea, Japan, Spain and France where an increase in cases during cold weather conditions, must be considered.

"Our concern is that there would be an increase in cases during that period and due to this we have to make preparations, ” he told Bernama when met after attending the National Day 2020 celebrations at Dataran Pahlawan Negara here Monday (Aug 31).

At the same time, Dr Noor Hisham said a mutation of the Covid-19 virus has made it more infectious and as such, he urged the people to always be on their guard and strictly comply with the standard operating procedures (SOPs).

He said as there is still no proven vaccine in sight, the ministry would continue to carry out control measures.

"Through these measures, the people must comply with SOPs while on our part, we prepare in terms of laboratories, clinics and hospitals where, if there is a case surge, we would be able to control the situation, ” he said.

Through its public healthcare system, Malaysia had been able to contain the pandemic through early detection of clusters, Dr Noor Hisham said.

"However, we will still need strong cooperation from the people when it comes to breaking the chain of Covid-19 infection, ” he said. - Bernama

KUALA LUMPUR: CGS-CIMB Equities Research is staying Overweight on glove makers as their order book visibility remains strong until 1HCY21F and average selling prices (ASPs) have continued to increase in the near term.

“We understand that most of the glove makers are still increasing their ASPs on a monthly basis due to favourable demand-supply dynamics. Therefore, we believe the increased demand and ASP hikes should lead to sequentially stronger results for all the glove makers, ” it said on Wednesday.

It said the current retracement in share prices of glove stocks offers attractive investment opportunities as glove manufacturers are key beneficiaries of strong global glove demand stemming from the Covid-19 pandemic.

“Our sector top picks are Top Glove and Supermax. We also have Adds on Hartalega and Kossan Rubber, ” it said.

To recap, CGS-CIMB Research said glovemakers’ share prices have recently retraced due to concerns of a Covid-19 vaccine and a windfall tax being imposed on glove companies.

It said further testing of Russia’s Covid-19 vaccine is vital while there is also no official statement on a potential windfall tax on glove makers.

It added the development of a Covid-19 vaccine may take longer than expected, with mass production unlikely to start in the next three to six months.

This is given the complexity of Covid-19 as there are different strains. Moreover, no Covid-19 vaccine has been proven safe and effective thus far.

The research house also said due to the expectations of supernormal profits by rubber glove companies on the back of the spike in glove demand from Covid-19, there has been market speculation on potential implementation of windfall tax on glove makers by the Malaysian government.

“This is mainly to boost government coffers given the recent economic downturn, in our view, ” it said.

“Based on our channel checks with Malaysian Rubber Glove Manufacturers Association (MARGMA), there have been no conversations of any sort with the government on this matter.

“On the contrary, MARGMA believes that imposing a windfall tax on glove companies could spur these companies to expand overseas, especially in countries with better tax incentives and sufficient workforce.

“Hence, the Malaysian government may potentially miss out on more tax payments from these expansions in the long run. Outlook of glove stocks remains upbeat at this juncture, ” it said.

The National Security Council has warned the government and Health Ministry that Israel could face a shortage of the protective equipment needed by medical staff to treat virus patients as soon as next month, Army Radio reported Tuesday.

The NSC said that Israel was due to run out of disposable gloves in September, will have a shortage of robes in October and will have exhausted supplies of protective suits in November, the radio report said.

According to the NSC, Israel needs a supply of 300 million gloves, but currently has just 60 million. Additionally there are only 6 million disposable robes in comparison to the 25 million required, and the country is in possession of just 1.5 million protective suits in comparison to the calculated requirement of 12 million.

According to the report, individual hospitals are already starting to prepare three months ahead so as not to be left empty-handed.

The Health Ministry told the outlet that it was making efforts to ensure Israel does not suffer a shortage of equipment.

“There is a global shortage and we are making efforts to overcome the gap. We are making procurement efforts so that there is no shortage of stock,” the Health Ministry said in a statement.

FDA's first-ever list of medical supply shortages says US needs more ventilators, gloves, surgical gowns

On Friday, the US Food & Drug Administration issued a publicly available list of medical supply shortages for the first time.

The list cited the CARES Act that was signed in March for adding an additional section in the Federal Food, Drug, and Cosmetic Act. Part of the new section required the FDA to "maintain a publicly-available, up-to-date list of the devices the FDA has determined to be in shortage," the FDA announced.

In the list, a number of PPE, testing supplies, and ventilation related products are stated to be short in supply. Surgical apparel, patient examination gloves, sterile swabs, and ventilators are among those on the list.

Meanwhile, President Donald Trump lauded the nation's supply of medical supplies at Friday's press conference at the White House. He commemorated his administration for using the Defense Production Act "more than any President in history" to help America create ventilators.

"Our nation is now the king of ventilators. I say that: the king of ventilators," Trump said.

While the US struggles in medical supplies like ventilators and PPE shortages, Trump has for long lauded his administration's ability to secure supplies.

In May, Trump said that he's "heard we have tremendous supply to almost all places — tremendous supply" after the President of the American Association of Nurse Practitioners noted that "PPE has been sporadic."

The shortages of medical supply remain critical as the US cases spike at 5.3 million, according to Johns Hopkins University. Last month, the CDC stated that the US may have 10 times higher the number of officially recorded cases of coronavirus.

Russia's leading respiratory doctor has quit over 'gross violations' of medical ethics that rushed through Putin's coronavirus 'vaccine'.

Professor Alexander Chuchalin quit the Russian health ministry's ethics council after making a fierce attack on the new Sputnik V drug ahead of the body approving its registration.

Amid deep scepticism among Western experts over the drug, it appears that Chuchalin sought and failed to block its registration on 'safety' grounds before quitting the ethics council.

He specifically accused the two leading medics involved in its development of flouting medical ethics in rushing the vaccine into production.

Dr Chucalin said: 'I am depressed by the position of some of our scientists who make irresponsible statements about ready-made vaccines'

Dr Chuchalin named Prof Alexander Gintsburg, director of the Gamaleya Research Centre for Epidemiology and Microbiology, and Prof Sergey Borisevich, a medical colonel and Russian army's top virologist.

The two men were the leading academics behind the new 'world-beating' vaccine.

Chuchalin allegedly asked them: 'Have you passed all the necessary paths approved by Russian Federation legislation and the international scientific community? Not!

'This job has not been done. Thus, one of the ethical principles of medicine has been grossly violated - to do no harm.'

He stressed: 'I am depressed by the position of some of our scientists who make irresponsible statements about ready-made vaccines.'

Although specific reasons for his resignation were not given, in an interview with journal Nauka i Zhizn (Science and Life) shortly before he quit, Chuchalin warned: 'In the case of a drug or vaccine, we, as ethical reviewers, would like to understand, first of all, how safe it is for humans.

Chucalin, who created the Russian Research Institute of Pulmonology, and is head of the Department of Hospital Therapy, at the Pirogov Russian National Research Medical University, added: 'It is impossible to determine this without weighing all the scientific facts.

'Therefore, our number one task is to extract scientific data based on evidence-based medicine in order to understand that the action performed by scientists will not harm a person.'

Chuchalin said it is vital to know 'the effect of the vaccine in the longer term', adding that 'the fact is that there are a number of biological substances that do not manifest themselves immediately, but only after a year or two.'

With Russia also preparing other vaccines to tackle Covid-19, he warned: 'Those vaccines that are now being developed by many of our research centres, the criteria for their safety can only be of a short-term nature.

'But the safety criteria for a vaccine must also be long-term and this becomes clear only with long-term observation - at least two years.'

And one of Russia's leading virologists has even warned that the vaccine could increase the spread of Covid-19.

In a separate attack on the vaccine, Prof Alexander Chepurnov said the 'danger exists' of 'increasing the disease with the wrong design of the vaccine'.

Chepurnov is former head of the laboratory for specially hazardous diseases at Vector Institute in Siberia which is also involved in developing vaccines for coronavirus.

He warned: 'Time is needed….antibodies are different. In some situations - and for coronavirus, this is already known - the infection intensifies with some antibodies. It should be known which antibodies the vaccine produces.'

In a separate attack on the vaccine, Prof Alexander Chepurnov said the 'danger exists' of 'increasing the disease with the wrong design of the vaccine'

But the vaccine creators had not published scientific articles on the vaccine, he said.

They need to explain the level of neutralisation, and details of doses and 'whether it develops or not the ability to increase infection by antibodies'.

While this is not done 'it is impossible to talk about the release of a vaccine', he said.

Another leading scientist Vladimir Chekhonin, vice president of the Russian Academy of Sciences, claimed Russia was flouting the Nuremberg Code on human experimentation and the country's own laws in human clinical research involved in Covid-19 vaccine testing.

He expressed concern about the use of serving military personnel as recipients of the vaccine.

'We cannot conduct experiments on humans,' said the respected immunologist.

'This is a gross violation of the international Nuremberg Code. We are just making fools of ourselves with this early vaccine that can bring us a lot of trouble.'

Scientists 'do not have the ethical right to speak to society and defiantly drip the vaccine into their nose or inject it into other places.'

Vaccine makers though insist all those taking part in tests were volunteers, including troops serving in the army.

Russia has made the vaccine race a matter of national prestige and has named the product 'Sputnik V' after the former Soviet space satellites, prompting fears that safety will be compromised for the sake of Russia's image.

IT has made clear that additional research is needed for administering the vaccine those aged over 60, and for now only those aged between 18-60 will be allowed the drug.

The chief executive of the Russian Direct Investment Fund Kirill Dmitriev hit out at attacks from abroad on the new vaccine.

'Attacks are coming only from the West, the US and Europe,' he said.

'We are confident that we have the most effective and reliable vaccine in the world, and I am ready to clarify that.

'Accordingly, we are under attack because our rivals understand it perfectly well and they are fearful of Russia's strong position on the global vaccine market.'

The expected price on the foreign market is $10 for two doses.

Documentation linked to the vaccine said it was registered after tests on only 38 healthy adult volunteers.

However it is now said it was tested on double this number - 76 - at two institutions — the Moscow-based Sechenov University and the Defence Ministry's Burdenko Main Military Clinical Hospital.

It is unclear why the documentation linked to Sputnik V used the figure 38. Of the 76, around half are believed to have been serving military personnel who took part 'voluntarily'.

Putin said one of his daughters had been given the vaccine and had suffered no side effects worse than a high temperature.

'She's feeling well and has a high number of antibodies,' he boasted.

Although Putin did not specify which of his daughters was given the drug, Otkrytie Media reported it was Ekaterina - known as Katerina - Tikhonova.

She had the vaccination at a very early stage of its development, it was claimed.

There was no official confirmation that she was the vaccine's recipient.

Katerina, 33, uses the surname of her maternal grandmother, which for many years hid her identity as Putin's daughter. She has gone from being a high-kicking dancer to spearhead a major new Russian artificial intelligence initiative.

Gloves are being considered to be the next piece of essential everyday wear along with face masks, as the Government takes steps to mitigate a potential second wave of COVID-19. From Friday, July 24, face masks became mandatory in shops, takeaways and other enclosed spaces in England following intense debate on whether they are helpful in protecting people and stopping the spread of coronavirus.

During a debate in the House of Lords on coronavirus regulations, health minister Lord Bethell said gloves are "an area we’re looking at" as the Government considers how to stymie the spread and protect the public.

Speaking in the Lords, Conservative Baroness McIntosh of Pickering asked: "Has the Government formed a view on the use of gloves?

"Obviously we're all following the guidance of washing our hands but surely the correct use of gloves outdoors and indoors could prevent the passing on of the virus?"

Lord Bethell, concluding a debate on coronavirus regulations, replied: "To date, gloves are not in the guidance but they remain an area that we're looking at."

Will the Government introduce mandatory glove wearing?
There is currently no country in the world that recommends the use of gloves for the general public.

The World Health Organisation does not advocate using them, saying regularly washing your hands offers more protection against the virus.

It seems very unlikely that the Government would introduce gloves as a necessary measure to close in on the virus.

New rules regarding the wearing of facemasks have led to widespread confusion, with many unsure when and where they should be donning the new staple.

From Friday, July 24, face masks are compulsory in shops, including non-essential retail and supermarkets.

The legal responsibility falls on the wearer, and not on the shop or takeaway, and ultimately the police are in charge of enforcing the law.

But John Apter, the national chairman of the Police Federation of England and Wales, said forces "do not have the resources" to widely enforce the law and called on retailers to deny people entry.

US tops 5 million Covid-19 cases, with five states making up more than 40% of tally

(CNN)The US topped 5 million cases of coronavirus early Sunday -- and as experts have highlighted before, the true number of infections could be many times higher.

The number means the country holds about a quarter of global cases of the virus and also tops the list with the most reported deaths in the world. Of the country's 5,000,603 estimated cases, 162,441 have been deadly, according to data collected by John Hopkins University.
The pandemic shows no sign of slowing, and health officials have urged the use of face masks in public places and pleaded with residents to avoid social gatherings until the spread is under control.
Track the virus
As of this week, five states account for more than 40% of US infections: California (with the most cases in the country), Florida, Texas, New York and Georgia.

New York, once the country's epicenter, has been surpassed by several states that have seen cases spikes in recent months. The state now reports a positivity rate -- how many people are testing positive compared to how many were tested -- of about 0.93%, according to the governor's office.

KUALA LUMPUR (July 30): Hartalega Holdings Bhd said it has acquired a 95-acre parcel of land located in Banting, Selangor intended to serve as the future site for its next phase of expansion, Hartalega Next Generation Complex (NGC) 2.0.

In its 2020 annual report released today, Hartalega executive chairman Kuan Kam Hon said: “As we continue to ramp up capacity, we are cognisant of the fact that the baseline for global demand has shifted and this is expected to be the new normal.

“Premised on this and as a group which adopts a longer-term perspective, our strategic growth plans are aligned with the anticipated long-term needs of the global healthcare industry.”

Kuan said preliminary plans for NGC 2.0 entail seven production plants, comprising 82 production lines with an installed capacity of 32 billion pieces of gloves.

Once completed, he said this will bring the group’s total installed capacity to 76 billion pieces per annum.

“For the short term, given this critical period for the world, we are steadfast in fulfilling our role and responsibility in the healthcare value chain.

“Going beyond this and looking ahead, we intend to leverage on our strong foundation and technological edge to maintain our positive trajectory in the years to come,” he said.

For the financial year ended March 31, 2020, Hartalega recorded RM434.78 million in net profit, underpinned by a record RM2.9 billion in revenue.

Kuan said the group’s performance was supported by higher sales volume, which increased by 8.8% to 31 billion pieces during this year as a result of the Covid-19 pandemic.

At 3.35pm, Hartalega shed 14 sen or 0.7% to RM19.98, with a market capitalisation of RM69.24 billion. The stock saw some 6.59 million shares traded.

Florida sets a record for number of coronavirus deaths for 4th straight day

(CNN) - Florida on Friday marked the fourth consecutive day it reported a record number of Covid-19 deaths in the state.

The 257 deaths reported Friday was the highest one-day tally Florida has reported during the pandemic -- and four more deaths than Thursday, according to data from the Florida Department of Health.

One-day records for the state were also set Wednesday (216) and Tuesday (186).

Florida, along with states including Texas, Arizona and California, saw the number of its new daily infections soar from mid-June into July.
