Bought a car, owner not handing over geran

I bought a car two months ago. It was a 30 year old car and the car is only meant to be used for spare part. The owner of the car has the original geran and we agreed that he will cancel the geran within a week and give me the cancellation letter from JPJ. I bought the car, we both signed a letter stating he sold the car to me and I am responsible for the car from that day onward. We bought gave each other a photocopy of our IC, and I got a photocopy of the original geran. After a week, I called the owner to ask if he cancelled the geran and he said, "No, don't worry. I will do it soon. When you want to sell the car, just call me and I will be there".

Now I am done salvaging the car for parts. On Tuesday I called the owner and told him I wanted to sell it and needed the geran, he said he will be there at the half cut shop tomorrow. Wednesday morning I tow the car to the shop and call the owner and he said he won't handover the geran as he fears I might use the car, so he told to sell without geran. I asked the shop, and the shop people then talked to the owner. It didn't go well. The owner said no to handing over the geran and also cancelling the geran. The shop owner recommended me to go make the police report and then bring the car back to him.

That evening I called him and talked to him, he said he won't handover the geran to me for his safety. I said fine, but cancel the geran like you promised. He said give me 2 days and I will do it. Today I called him, his answer was I am not gonna give you the geran or the cancellation letter. His reason was that I could use the cancellation letter to register the car back and use it. He offered to help me find a place to sell the car with only photocopy geran. I asked him to sign another letter saying he did not handover the geran to me when he sold the car but he said the letter I already had is enough and he is not gonna sign anything else.

I am thinking of making a police report as the shop owner suggested. I have evidence to prove that he did not give me the geran. Can you guys give me some advice on my options?

I could find a place to sell the car with just the photocopy geran, but I don't feel safe with him having the original geran. The letter that he gave me says he sold the car to me on DD/MM/YY and I was responsible for any future saman's from police, JPJ from that day. If he decides to do something illegal with the geran, I feel I might get into trouble.
