Strata title for condominium

Hello! I heard people saying the new condominium are now with strata title act 2015 that does not allow people to dry clothes on the balcony anymore. Is it true?

However I still see people hang and dry their clothes at most of the condominium on the balcony. What exactly the law says? Any guru can advice?
