Bike parking charges

Hello guys/gals

I have a few questions, hope you all you biker sifu all could chip in your thoughts/experience.

The place where I am staying i.e. apartment are charging bike owners a few different set of parking charges. Example of the parking rates (varies) are divided as

1. basement (basically covered or under shade) or out in the open (under the elements i.e. rain/sun etc)
2. parking rates according to bike c.c

To those who are staying in such high rise residence, does your management impose parking fees at all for your bike as outlined above? I have asked a few condo/apartments around my area, there is absolutely no parking charges at all for bikes neither big nor small c.c inside their area. So the question is, does my apartment management has the right to impose parking fees for bikes then? Just curious
