New Rule for Hire Purchase Transfer

Hi,

Just seeking some advice here.

I'm selling my car Viva at 18K... Original Price was 39.6K when i first bought it.

Both Seller and Buyer engaged the loan with same bank (Maybank Finance) and new buyer's loan have approved.

Bank Called both seller and buyer saying this are the remaining process that need to settle :-

Seller :-
B5 and B5 (Inspection)

Buyer :-
130 - runner cost
150 - transfer
40 - oath
20 - stamp duty
850 - Insurance
** Pay deposit to bank (RM39.6K) - (18K) = 21.6K

Is there such a rule where the buyer have to deposit the difference between Car Original Price and New Selling Price ???

Banker said it's the new rule from Bank Negara... After all the paperwork and transfer done, they will return the money. About 2 weeks.

Damn if like this i think my Buyer will run away...
