False Ceiling/ Plaster Ceiling Questions

Hi, I purchased a sub sales unit, if all things goes well, I should be getting the house key next month after a long wait.
Been a reading through the post in this subs and happy to say it helps me gain quite a lot of new knowledge.

I hoping to approach the renovation with a controlled budget, so hoping sifus here can provide info to some of my questions.

The house come with plaster ceiling already from the previous owner.
Is it possible to replace/ change/ modify the side skirt without tearing down the whole ceiling?

my small cousin is setting up his own business, something like setting up booth in shopping center for baby photo album.
he called me to quote a pc for him, but budget a bit tight, arround 2.3k only.

i never come across to quote this kind of PC, wana ask all daiko here~
what matters in PC that are solely running on Photoshop editing n image size is up to 10MP photo from DSLR.
no video editing in this case.

processor?
RAM?
graphic card?

another question bother me for quite sometimes. standard screen resolution for monitor usually come in 4:3 format (800-600,1024-768,1280-1024), but wht i see is why all LCD screen all look like exact square size??? make me think 4:3 projected to a 1:1 screen.

im a fresh grad finding job.
a company say need me to complete an assignment 1st b4 they consider whether to hire me.
through the phone conversation, the manager say the assignment is regarding visual C++ .net and highly related to MSC.

im not that familiar in C++, learn in 1 semester 4 years ago in MMU only.
wht is MSC in visual C++?
it might be other M?C ????i might be wrongly heard the word since its thru phone call/?
