3rd party insurance claim after police summon

I would like to ask will i get filed third party insurance claim after i pay police summon?

Scenario:
I involved in chain accident. The 1st car hit emergency brake n 2nd car cant stop on time, hit the 1st car. Me (3rd car) also the 2nd car, it sustained minor damage (small scratches n right side bumper clip holder broken, no dent on the rear bumper though) but mine no damage. The cost of repair (paint + new bumper) is around RM500-600. I tried to negotiate with the owner to settle in RM300 compensation but he is not keen n wish to change new bumper.

Will I get filed third party insurance claim from the 2nd car owner if i decided to pay police summon only? My friend told me that after i paid the summon then settle already and since the damage value is small (below RM3000), i wont being filed for third party insurance claim. Is the statement true?
