Malaysia to install radar on Pulau Layang Dispute

KUALA PILAH: Malaysia will install a radar system on Pulau Layang-Layang to strengthen surveillance capabilities in the South China Sea amid overlapping territorial claims by neighbouring countries.

Defence Minister Datuk Seri Mohamed Khaled Nordin said the radar installation was part of the government's ongoing efforts to strengthen Malaysia's defence presence on Pulau Layang-Layang and enhance monitoring of the strategically important area.

He said the move was necessary to address security challenges in the South China Sea, where several countries have overlapping maritime claims.

"From a security perspective, as we all know, we have strengthened our position on Pulau Layang-Layang.

"We will also install a radar system there so that we have stronger surveillance capabilities," he told reporters after launching the Barisan Nasional (BN) election machinery for the Johol state constituency here today.

On Wisma Putra's diplomatic protest against a neighbouring country that recently claimed part of Malaysia's territory, Khaled said such measures were necessary to defend the country's position and sovereignty.

He said overlapping claims in the South China Sea involved several countries, including China, Vietnam and the Philippines, and Malaysia could not allow any claim over its territory to go unchallenged.

"Such protests must be lodged to demonstrate that we will always defend Malaysia's position and will not allow any statement or claim to pass without making our stand clear.

"We also receive protests from countries that have overlapping claims over areas we regard as part of Malaysia.

"This is a necessary process, especially after the country recently announced maritime boundaries that include several islands belonging to Malaysia," he said.

Earlier, Foreign Minister Datuk Seri Mohamad Hasan said Malaysia had submitted a diplomatic note in response to a neighbouring country's claim that parts of Malaysia's territory belonged to it.

KUALA LUMPUR: Police expect about 300,000 people to gather at Dataran Merdeka on Sunday (July 19) to watch the FIFA World Cup final on what is expected to be the country's largest outdoor screen.

Kuala Lumpur police chief Comm Datuk Fadil Marsus said the public viewing event will begin at 8pm and continue until the match ends in the early hours of Monday (July 20).

"We expect about 300,000 people that night alone. We hope to fill Dataran Merdeka," he told reporters after a Uniti Merdeka run organised by Yayasan Prihatin Nasional in collaboration with the Kuala Lumpur police, various government agencies and 13 ministries at Dataran Merdeka on Saturday (July 18).

Comm Fadil invited members of the public, especially Kuala Lumpur residents, to attend the World Cup final screening, which will feature what organisers say will be the largest screen ever set up at Dataran Merdeka and which they hope will qualify for the Malaysia Book of Records.

Earlier on Saturday, about 2,000 participants took part in a 5km community run held as part of the programme, which also featured a lucky draw with a motorcycle as the grand prize.

"Everything went smoothly and we appreciate the cooperation and support from everyone who participated.

"This programme provides a platform for the police to engage with the community. The police and the community are inseparable," he said.

Comm Fadil added that the programme will continue until Sunday, culminating in the public screening of the FIFA World Cup final at Dataran Merdeka.

MetLife Stadium has a World Cup seating capacity of 78,576. During the tournament, it operates under the name "New York New Jersey Stadium" and was selected to host eight matches, including the 2026 FIFA World Cup Final.

PETALING JAYA: Aviation executives told a parliamentary commitee hearing last year that Malaysia’s airport planning has been too reactive, warning that KLIA risks losing ground to regional rivals as key facilities operate beyond capacity.
Izham Ismail, the group managing director of Malaysia Aviation Group at the time, said KLIA was being squeezed out by Singapore and Bangkok.

“We are basically in no man’s land today. You are sandwiched by two big giants: one is strong economically, one is very strong in tourism flow,” he told a Public Accounts Committee (PAC) hearing on Feb 19, 2025 concerning the management of public airports, as recorded in the Hansard.

“So it is very important that a strong transformation programme needs to be executed. The risk is imminent.”

Izham contrasted Malaysia’s approach to managing airline capacity with that of India and China, which he said use more coordinated, state-led strategies to protect domestic aviation interests.

He cited India’s use of a controlled radius approach for airport slot allocation at major cities.

“They draw a 5,000km circle. Any airlines that fall inside that 5,000km circle cannot get additional slots to metro city airports: Delhi, Mumbai, Chennai, and so forth,” he said.

“So airlines like Malaysia Airlines (and other) Malaysia-based airlines have to find other pathways to go to India, then we have to go to second-tier countries, second-tier airports.”

He also pointed to China’s practice of assigning specific international routes to its major state carriers as an example of the structured planning that Malaysia lacks.

“That’s how it is played. We don’t have that. But in reality, Malaysia has two products that consumers want… The leisure market is driven by AirAsia, and the premium market is driven by Malaysia Airlines and Batik Air, for example,” Izham said.

AirAsia Malaysia CEO Fareh Mazputra Fairuz, who also testified in the hearing, said even Penang International Airport (PIA) had exceeded its maximum capacity of 6.5 million passengers per year.

He also said that AirAsia’s annual passenger growth of 8.85% to 10% meant that airport infrastructure had to be built ahead of demand rather than in response to it.

“Look at how Singapore has forward planning and vision before reaching capacity. They have already planned expansion and capital injection to remain relevant in the region,” he said, referring to Changi Airport.

“For us, we are reactive most of the time. This is a pain point for us,” he said, adding that AirAsia seeks to grow international connectivity out of Penang and Sabah but is held back by capacity limits.

Fareh also said that Malaysia needed a structured short- and long-term airport development instead of what he described as “always firefighting”.

For the record, an RM1.5 billion terminal expansion is underway to raise PIA’s capacity to 12 million passengers. The expansion, which began in October 2024, is being carried out in two phases, with the first phase already 98% complete.

Earlier today, PAC released its report containing findings on issues at Malaysia Airports Holdings Bhd (MAHB) and public airports.

PAC chairman Mas Ermieyati Samsudin said airlines were more concerned with the success of MAHB’s transformation plan than its ownership structure, while calling for higher capital investment, improved operational standards, and greater industry involvement in national airport planning.
