Housing maintenance fees

Hi all,
i need opinion about the housing maintenance fees. I just bought an old apartment in penang, the apartment doesn't have any facilities (swimming pool/ tennis/ badminton courts), it only have un-sheltered car lots in the apartment compound, a little guard house (24 hrs) to manually open/ close the gate. But the thing is the maintenance fees seems rocking high to me, every month i need to contribute RM 150 just for the maintenance. Do u guys think this is reasonable? imagine my monthly repayment for the housing loan is only RM7xx, hence the RM150 maintenance fees is considering a very large amount to me... the worst news is that previously this place's maintenance fee is only RM35... Guys help me, where should i complaint this to? Help...
