(WTA) Confussion In Changing Tyre&Rim

Well dude's im having a confusion now. I currently have perodua kancil 660cc which uses non-power steering. I wish to make the steering rotation easier bit.... Heard that having higher pressure help is steering the car easily. But, my question is is that true??? And currently my ride is equipped with OEM 12 inch rim by perodua. Planning to change the rim soon....do i need to stick with the 12 inch? or opt to buy 13" or 14"?? might bigger rim size help to make turning and steering easier??? Help me in this.

Anooying Boot Up Problem

Well i need a guidance in this problem. My PC often has this problem and i need some1 to help me to rectify it.

Sometimes when i restart or shutdown the PC my monitor doesn't display anything (blank screen) but the System Runs.

After several times of switching off and on...it works normally. (Sometimes its works after i just leave them Cool down after certain period).

This is my rig details:
*Core 2 Duo Quad 2.33
*4GB DDR3
*ATi Sapphire 4850 HD 1GB
*500gb Hdd (x2)
* Intel DP45SG
*500watt Cooler Master
*3cooler master 90cfm fan

My hint is that either my PSU has some power problem or my Graphic Card is giving problem or There are insufficient power for my pc? pls help me in this or help me to rectify them.. TQ in advance
