installing a sub meter

so I have moved to a new condominium recently. there are 4 rooms in the house.

- I have one room for my own. the thing is. I will be using a lot of electricity. because I will be having a lab in my room.
like an oscilloscope, signal generator, soldering station and more. so I thought of installing a meter just for my room.

so I can read the reading from the meter. multiply by a rate the owner and the other housemates agrees upon and just minus from the total bill and everyone will be happy. right now the bill is okay no problems with it or the housemates. but when my lap is up and running it will consume a lot of electricity and it's not fair to just divide as we are doing now.

so to my questions

1- how much will it cost approx?
2- do i need to get approval from TNB?
3- I am an international student and I have no idea where I can find an electrician that can do that HEEEELP?
4- will this procedure to install sub-meter require too much of a drilling?
5- how much time will this procedure take?

I live in UNIPARK condominium. anyone knows a reliable electrician around that area. preferably with good command in English.

this is how my electric box looks like. ( attachments )

any info or ideas are greatly appreciated
