            <title>Auditor-General’s report points to RM620mil in los</title>

            <description>KUALA LUMPUR: Non-compliance of federal ministries and departments with financial management has led to issues involving irregular payments, loss of public funds and wastage amounting to RM620.07mil in 2020, says the National Audit Department.&lt;br /&gt;&lt;br /&gt;Auditor-General Datuk Nik Azman Nik Abdul Majid said of the RM510.49mil in irregular payments, RM499.19mil involved payments for maintenance service claims without being verified at the National Security Council level.&lt;br /&gt;&lt;br /&gt;Meanwhile, of the RM104.79mil loss in public funds, RM81.69mil involved unclaimed penalties not imposed by the Immigration Department, RM4.79mil involved equipment that was received late and not installed at Istana Budaya, among others.&lt;br /&gt;&lt;br /&gt;“To enable corrective action and improvements to be taken, the Auditor-General has submitted 29 recommendations, namely four recommendations for verification of financial statements and 25 recommendations for compliance audits of federal ministries and departments to be considered for implementation by ministries and departments,” he said.&lt;br /&gt;&lt;br /&gt;He said this in a statement to Bernama after the Auditor-General’s report on the Federal Government’s financial statements and the 2020 Federal Ministries and Departments Compliance Audit was tabled at the Dewan Rakyat yesterday.&lt;br /&gt;&lt;br /&gt;Nik Azman said compliance audits involving a total of RM899.44mil had been carried out on three ministries and five federal departments, covering aspects of contract management amounting to RM772.40mil, government procurement (RM54.8mil) and revenue collection (RM72.24mil).&lt;br /&gt;&lt;br /&gt;The Federal Government’s debt in 2020 amounted to RM879.560bil or 62.1% of the GDP. Federal debt increased by RM86.562bil or 10.9% compared to RM792.998bil or 52.4% in 2019.&lt;br /&gt;&lt;br /&gt;According to the Auditor-General, 50.4% or RM98.058bil of the RM194.555bil of new loans in 2020 was used to finance the principal repayment of matured loans.&lt;br /&gt;&lt;br /&gt;“This shows that the government is dependent on new loans to repay mature loans and the use of Development Fund amounting to RM8.265bil for the repayment of Private Financing Initiative Liabilities and Guarantee Commitments,” he said.&lt;br /&gt;&lt;br /&gt;Besides this, a total of RM2.65bil was used to pay for the Health Ministry’s hospital and clinic support as well as maintenance of facilities in the Education Ministry which was previously paid using operating expenditure allocations.&lt;br /&gt;&lt;br /&gt;“Funds from the Development Fund financed through loans should in fact be used to finance physical development projects that contribute to the creation of new capital that can enhance the country’s development and have a high multiplier effect to generate economic activity,” he said.&lt;br /&gt;&lt;br /&gt;Meanwhile, Federal Government revenue declined 14.9% to RM225.075bil in 2020 from RM264.415bil the previous year while Covid-19 expenditure amounted to RM38.019bil.&lt;br /&gt;&lt;br /&gt;Operating expenditure declined 14.7% to RM224.6bil, a decrease of RM38.743bil compared to 2019, while development expenditure amounted to RM51.36bil, a decrease of RM2.813bil or 5.2% compared to RM54.173bil in 2019.&lt;br /&gt;&lt;br /&gt;Nik Azman said overall, the Federal Government had a deficit of RM87.645bil with a deficit to GDP ratio of 6.2%, compared to 3.4% or RM51.37bil in 2019.&lt;br /&gt;&lt;br /&gt;He added that the Federal Government’s financial statements showed a true and fair view of the government’s financial position for the year ended Dec 31, 2020 and that its accounting records were orderly and up to date.&lt;br /&gt;&lt;br /&gt;It is the second tabling of the report in the Dewan Rakyat this year after AG Report 2019 Series 2 was tabled on Sept 28.&lt;br /&gt;&lt;br /&gt;The National Audit Department also briefed the Public Accounts Committee on the main issues of the Audit findings.&lt;br /&gt;&lt;br /&gt;The AG report can be accessed by the public via &lt;a href='http://www.audit.gov.my' target='_blank'&gt;http://www.audit.gov.my&lt;/a&gt; while issues in the report’s Compliance Audit of Ministries and Federal Departments 2020 will be uploaded on the Auditor-General’s Dashboard Portal (AGD).&lt;br /&gt;&lt;br /&gt;Join our Telegram channel to get our Evening Alerts and breaking news highlights&lt;br /&gt;TAGS / KEYWORDS:&lt;br /&gt;National Audit Department AG Report ,&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;a href='https://www.thestar.com.my/news/nation/2021/10/29/auditor-generals-report-points-to-rm620mil-in-losses-by-ministries' target='_blank'&gt;https://www.thestar.com.my/news/nation/2021...s-by-ministries&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;really wtf..&amp;#33;&amp;#33;&amp;#33; stop introduction of any cb tax when ur gov leak, spent and waived like no tmr..&amp;#33;&amp;#33;&amp;#33;&amp;#33; really PKM &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;</description>

Corrupt senior officials from at least four government agencies were accused of accepting money and sex to let product enter the country without inspection.&lt;br /&gt;&lt;br /&gt;Authorized meats&lt;br /&gt;Malaysia only authorized the imports of halal meat products from countries such as Australia, Argentina, Brazil, India, South Africa, Pakistan, Japan, New Zealand and the United States.             <description>KUALA LUMPUR: A Barisan Nasional (BN) MP was suspended from the Dewan Rakyat for two days after linking the holy ash worn by RSN Rayer (PH-Jelutong) on his forehead to the ashes of communist leader Chin Peng.&lt;br /&gt;The chaos began when Tajuddin Abdul Rahman (BN-Pasir Salak) asked Rayer if he was wearing Chin Peng’s ashes on his forehead.&lt;br /&gt;&lt;br /&gt;“Are those ashes the ashes of Chin Peng?” he said.&lt;br /&gt;He continued asking Rayer this as the Dewan Rakyat debate shifted to the subject of the 12 individuals detained for alleged links to the Liberation Tigers of Tamil Eelam group.&lt;br /&gt;Rayer then told Dewan Rakyat speaker Mohamad Ariff Md Yusof that it was an insult to the Hindu community.&lt;br /&gt;“Ask him to apologise,” he added. “BN is insulting the Hindus.”&lt;br /&gt;He was supported by Sivakumar Naidu (PH-Batu Gajah) who agreed that Tajuddin’s remarks were an insult to the Hindu religion.&lt;br /&gt;The holy ash is made from the homa or sacrificial fire in which special wood is offered together with ghee and other herbs.&lt;br /&gt;This is the second Dewan Rakyat controversy to involve a BN MP in the space of a week.&lt;br /&gt;Former federal minister Noh Omar also caused a stir when he hurled a profanity at Rayer during an argument on a Facebook post criticising the Selangor sultan.&lt;br /&gt;Noh, who is Tanjung Karang MP, was heard shouting “P*****k” in response to Rayer calling him “stupid”.&lt;br /&gt;Noh later retracted the remark, although he claimed he was unaware that he had said it.</description>

            <description>KUALA LUMPUR, Oct 24 ― Khazanah Nasional Bhd believes an oversupply of airlines and flights based in the country is the main reason why Malaysia Airlines Bhd’s (MAB) is struggling to make money.&lt;br /&gt;In a Public Accounts Committee (PAC) report published yesterday, Khazanah managing director Datuk Shahril Ridza Ridzuan said the national carrier was supposed to break even in 2018 and become profitable this year.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;“What is the problem with Malaysia Airlines? The problem with Malaysia Airlines is actually a problem with our aviation industry as a whole,” Shahril told the bipartisan PAC when summoned in April to explain Khazanah’s massive RM6.3 billion loss.&lt;br /&gt;Khazanah, through its subsidiary Malaysian Aviation Group Bhd, fully owns MAB.&lt;br /&gt;&lt;br /&gt;“If you look at Malaysia today, we actually have four home carriers ― Malaysia Airlines, AirAsia, AirAsia X and Malindo ― in the market of 30 million people and a massive oversupply where effectively you have roughly about 1.7 seats for every actual customer,” Shahril said.&lt;br /&gt;&lt;br /&gt;He was replying to Subang MP Wong Chen, who said that political feedback indicated that the reality about MAB is different from how it is perceived in the public.&lt;br /&gt;Shahril said the problem with the industry is with the amount of revenue and not cost, as most airlines have managed very well in cutting down on the latter.&lt;br /&gt;He also warned that the situation is bound to get worse for the region, as it has the most number of new aircrafts coming in between AirAsia and Malindo’s parent group Lion Group over the next five years.&lt;br /&gt;Shahril also pointed to Malaysia’s “open sky policy”, which allows any carrier to fly into Malaysia instead of providing more flights for local-based airlines.&lt;br /&gt;“So, the policy has been good for Malaysia in terms of boosting total passenger numbers, total tourist numbers but it has been terrible for the local airlines, because it essentially, you have cut into the revenue stream by forcing downward pressure on prices in terms of consumers,” he said.&lt;br /&gt;He then suggested that typically to reduce the excess capacity in an industry, the weakest players would quit the market, or a consolidation of capacity and operation to rationalise the industry as a whole.&lt;br /&gt;“If things were to carry on like this, what essentially it means is that the shareholder of all four airlines, not just Malaysia Airlines, will have to keep pumping money in to sustain operation of their airlines,” he said, adding that AirAsia sets to benefit the most since it has the lowest cost.&lt;br /&gt;Reverting to the suggestion later, Wong jokingly asked: “In that case, we just keep supporting you RM1 billion a year for seven years and wait for Malindo to close? [Laughs] I mean that is the strategy, right?             <description>KUALA LUMPUR: Datuk Seri Najib Tun Razak has appeared for the fifth batch of charges against him, this time he pleaded not guilty at the Sessions court here to charges of tampering with a final audit report on 1Malaysia Development Berhad. &lt;br /&gt;The former prime minister, who appeared in court in a dark blue suit, was granted a RM500,000 bail in one surety. &lt;br /&gt;However, this time, the court did not allow bail to be posted in instalments. &lt;br /&gt;According to the charge sheet, Najib had used his position as the then prime minister to gain protection from any action, whether disciplinary, civil or criminal, with regards to 1MDB by ordering the final audit report on 1MDB to be tampered with before it was finalised and presented to the Public Accounts Committee (PAC).&lt;br /&gt;He allegedly committed the offence at the Prime Minister’s Office in Putrajaya between Feb 22 and Feb 26, 2016.&lt;br /&gt;The charge under Section 23(1) of the Malaysian Anti-Corruption Commission (MACC) Act 2009 carries a maximum 20 years imprisonment and a fine of no less than five times the amount of gratification or RM10,000, whichever is higher.&lt;br /&gt;Former Federal Court judge Datuk Seri Gopal Sri Ram, who was appointed by the Attorney General’s Chambers to lead the prosecution, offered bail at RM1mil in one surety.&lt;br /&gt;This was objected to by Najib’s lawyer Tan Sri Muhammad Shafee Abdullah who said the amount was excessive considering former 1MDB group president and CEO Arul Kanda Kandasamy, who was charged with abetting Najib on the same offence at a separate court, was offered bail at RM500,000 by the same prosecution team.&lt;br /&gt;Muhammad Shafee contended that both Najib and Arul Kanda were charged with different sections under the MACC Act but both would face the same punishment, upon conviction. &lt;br /&gt;“My client has already paid RM5.5mil for his previous cases.&lt;br /&gt;“I’m making a suggestion, should you accede to my request for my client’s bail to be hinged on the bail of the previous cases,” Muhammad Shafee said. &lt;br /&gt;Sri Ram replied that Najib was the principal offender and Arul Kanda was the abettor.&lt;br /&gt;“Therefore, a principal offender is treated differently from the abettor,” he said.&lt;br /&gt;Sri Ram said although Najib has been charged repeatedly, it should not be the privilege in granting bail. &lt;br /&gt;“There is no provision in law that allows or empowers the court to grant bail on the extension of bail from another case. &lt;br /&gt;“Each of these are separate cases.
