Auditor-General’s report points to RM620mil in los

KUALA LUMPUR: Non-compliance of federal ministries and departments with financial management has led to issues involving irregular payments, loss of public funds and wastage amounting to RM620.07mil in 2020, says the National Audit Department.

Auditor-General Datuk Nik Azman Nik Abdul Majid said of the RM510.49mil in irregular payments, RM499.19mil involved payments for maintenance service claims without being verified at the National Security Council level.

Meanwhile, of the RM104.79mil loss in public funds, RM81.69mil involved unclaimed penalties not imposed by the Immigration Department, RM4.79mil involved equipment that was received late and not installed at Istana Budaya, among others.

“To enable corrective action and improvements to be taken, the Auditor-General has submitted 29 recommendations, namely four recommendations for verification of financial statements and 25 recommendations for compliance audits of federal ministries and departments to be considered for implementation by ministries and departments,” he said.

He said this in a statement to Bernama after the Auditor-General’s report on the Federal Government’s financial statements and the 2020 Federal Ministries and Departments Compliance Audit was tabled at the Dewan Rakyat yesterday.

Nik Azman said compliance audits involving a total of RM899.44mil had been carried out on three ministries and five federal departments, covering aspects of contract management amounting to RM772.40mil, government procurement (RM54.8mil) and revenue collection (RM72.24mil).

The Federal Government’s debt in 2020 amounted to RM879.560bil or 62.1% of the GDP. Federal debt increased by RM86.562bil or 10.9% compared to RM792.998bil or 52.4% in 2019.

According to the Auditor-General, 50.4% or RM98.058bil of the RM194.555bil of new loans in 2020 was used to finance the principal repayment of matured loans.

“This shows that the government is dependent on new loans to repay mature loans and the use of Development Fund amounting to RM8.265bil for the repayment of Private Financing Initiative Liabilities and Guarantee Commitments,” he said.

Besides this, a total of RM2.65bil was used to pay for the Health Ministry’s hospital and clinic support as well as maintenance of facilities in the Education Ministry which was previously paid using operating expenditure allocations.

“Funds from the Development Fund financed through loans should in fact be used to finance physical development projects that contribute to the creation of new capital that can enhance the country’s development and have a high multiplier effect to generate economic activity,” he said.

Meanwhile, Federal Government revenue declined 14.9% to RM225.075bil in 2020 from RM264.415bil the previous year while Covid-19 expenditure amounted to RM38.019bil.

Operating expenditure declined 14.7% to RM224.6bil, a decrease of RM38.743bil compared to 2019, while development expenditure amounted to RM51.36bil, a decrease of RM2.813bil or 5.2% compared to RM54.173bil in 2019.

Nik Azman said overall, the Federal Government had a deficit of RM87.645bil with a deficit to GDP ratio of 6.2%, compared to 3.4% or RM51.37bil in 2019.

He added that the Federal Government’s financial statements showed a true and fair view of the government’s financial position for the year ended Dec 31, 2020 and that its accounting records were orderly and up to date.

It is the second tabling of the report in the Dewan Rakyat this year after AG Report 2019 Series 2 was tabled on Sept 28.

The National Audit Department also briefed the Public Accounts Committee on the main issues of the Audit findings.

The AG report can be accessed by the public via http://www.audit.gov.my while issues in the report’s Compliance Audit of Ministries and Federal Departments 2020 will be uploaded on the Auditor-General’s Dashboard Portal (AGD).

Gerakan chief: Party's GE15 priority is not seat allocation but to help Perikatan win[SIZE=7]

KUALA LUMPUR: Gerakan will leave it to the Perikatan Nasional presidential council when it comes to seat allocations for the next general election.

Gerakan president Datuk Dr Dominic Lau said while the party had its own "wish list", its focus was to help ensure victory for the ruling coalition.

"We don't talk about seats anymore. Our priority is to ensure that Perikatan Nasional wins in the 15th General Election (GE15).

"This is in line with our ideology. We need to have stable politics in our country," he told reporters during the party's 53rd anniversary celebrations on Wednesday (March 24).

He said while seat allocations had yet to be discussed, preparations for GE15 had already begun.

Dr Lau also said that any political party against Perikatan would be considered a foe.

Asked if Penang would be one of the party's focus states, Dr Lau said it would.

"We started from Penang. We achieved our peak in Penang. We also fell in Penang. We will also come back in Penang," he said.

In February, Gerakan was accepted as Perikatan's newest member, with coalition chairman Tan Sri Muhyiddin Yassin saying the decision received unanimous endorsement from the supreme council.

In his speech earlier, Dr Lau said the party's ideology remained unchanged but its implementation may differ over time.

"We cannot use the traditional method to convey our message to the people. We have to use new technology, innovative ways and social media to convey it," he said.

In GE14, Gerakan lost all the 11 Parliamentary and 31 state seats it contested.

After Pakatan Harapan took over the Federal Government, Gerakan decided to quit Barisan Nasional in June 2018.

The Pakatan government collapsed in February last year, which led to the formation of Perikatan.

At least 38 people were killed after Myanmar's security forces opened fire on peaceful protesters in towns and cities across the country Wednesday, in scenes that have been described as "a war zone."

Thousands of protesters across the Southeast Asian nation have taken to the streets over the past four weeks against a military coup on February 1. Security forces have intensified their response in recent days, opening live fire into crowds, and using tear gas, flash bangs and stun grenades on demonstrators.
The United Nations said the total death toll since coup was now 50, though activists put that total as higher.
"Today was the bloodiest day since the coup happened," Special Envoy Christine Schraner Burgener told a briefing Wednesday. Around 1,200 people have been detained, while many relatives are unsure where they are being held, she said.
"Every tool available is needed now to stop this situation," Burgener said. "We need a unity of the international community, so it's up to the member states to take the right measures."
CNN reached out to the ruling military regime via email but has not yet received a response.

An underground “meat cartel” which had been operating for the last 40 years was exposed for distributing fake halal beef as well as passing off horse and kangaroo meat as beef.

According to the New Straits Times (NST), the cartel’s “business model” involves importing non-certified meat from countries like Brazil, Bolivia, Canada, Colombia, Spain and Mexico, before repackaging it with forged halal documentation and selling it to suppliers and stores across the country.

The cartel were said to have also imported horse and kangaroo meat besides low-quality and diseased meat products.

These products would then be mixed with real, halal-certified beef to avoid detection – only to eventually end up on some poor soul’s plate.

Malaysians who caught word of the story took to social media to voice their disgust over the chilling news.

Netizens were also baffled that the criminal organization managed to survive for so long.

Sources told NST that the cartel managed to operate and profit for many years because it had paid off the authorities to look the other way. Corrupt senior officials from at least four government agencies were accused of accepting money and sex to let product enter the country without inspection.

Authorized meats
Malaysia only authorized the imports of halal meat products from countries such as Australia, Argentina, Brazil, India, South Africa, Pakistan, Japan, New Zealand and the United States. This process is managed by the Department of Islamic Development Malaysia (JAKIM) and the Department of Veterinary Services (DVS).

Meanwhile, the Malaysian Quarantine and Inspection Services Department (MAQIS), Malaysian Customs Department and port police are tasked at gatekeeping products and supplies that enter the nation’s ports before it eventually goes to market.

IPOH: Datuk Seri Ahmad Faizal Azumu has tendered his resignation as Perak Mentri Besar following an audience with the Sultan of Perak.
Faizal said he had explained to Sultan Nazrin Muizzuddin Shah that his resignation was due to Parti Pribumi Bersatu Malaysia (Bersatu) leaving Pakatan Harapan.

This, he said, would effectively mean that the Pakatan state government was no more.
"With my resignation, the state executive council members are also no more with immediate effect.

"I will leave it to the Sultan to appoint a new Mentri Besar and form a new state government," he told reporters after leaving Istana Kinta here on Tuesday (March 10) morning.
"I, therefore, urge the people to be patient and remain calm while His Royal Highness makes a decision," he added.

BERLIN: Chinese telecom giant Huawei on Wednesday (Dec 11) won a contract to supply 5G infrastructure in Germany but the politically sensitive deal is subject to government approval following US concerns about snooping.
Telefonica Germany, the second biggest operator after Deutsche Telekom, said it was giving Huawei and Finland's Nokia an equal role in the project, calling the two companies "proven strategic partners".

"This cooperation ... will be subject to successful security certification of the technology and the companies in accordance with the legal regulations in Germany," Telefonica Germany said in a statement.
The company, a unit of Spanish giant Telefonica, said it was "thus responding to the ongoing political process of defining these security guidelines without delaying the start of the 5G roll-out".
It said it would begin the 5G upgrade next year and was hoping to supply 30 cities by the end of 2022.
The US and other international powers have voiced concerns that Huawei could be used by Beijing for spying - a claim the company strenuously denies.

Germany has so far defied pressure to exclude Huawei from taking part in the bidding process, insisting that it would set stringent security conditions.
But critics have accused Berlin of trying to appease China, its largest trading partner, and putting economic interests first.
Last month, Economy Minister Peter Altmaier sparked US anger by drawing a parallel between alleged Chinese and US snooping as part of the debate.
Altmaier referred to the allegations that began emerging in 2013 of US spying on German soil.
Even so, he said: "We didn't boycott them".
Altmaier also pointed out that the US required its own telecoms companies to provide information "that is necessary in the fight against terrorism".
US Ambassador Richard Grenell said there was "no moral equivalency between China and the United States".

KUALA LUMPUR: A Barisan Nasional (BN) MP was suspended from the Dewan Rakyat for two days after linking the holy ash worn by RSN Rayer (PH-Jelutong) on his forehead to the ashes of communist leader Chin Peng.
The chaos began when Tajuddin Abdul Rahman (BN-Pasir Salak) asked Rayer if he was wearing Chin Peng’s ashes on his forehead.

“Are those ashes the ashes of Chin Peng?” he said.
He continued asking Rayer this as the Dewan Rakyat debate shifted to the subject of the 12 individuals detained for alleged links to the Liberation Tigers of Tamil Eelam group.
Rayer then told Dewan Rakyat speaker Mohamad Ariff Md Yusof that it was an insult to the Hindu community.
“Ask him to apologise,” he added. “BN is insulting the Hindus.”
He was supported by Sivakumar Naidu (PH-Batu Gajah) who agreed that Tajuddin’s remarks were an insult to the Hindu religion.
The holy ash is made from the homa or sacrificial fire in which special wood is offered together with ghee and other herbs.
This is the second Dewan Rakyat controversy to involve a BN MP in the space of a week.
Former federal minister Noh Omar also caused a stir when he hurled a profanity at Rayer during an argument on a Facebook post criticising the Selangor sultan.
Noh, who is Tanjung Karang MP, was heard shouting “P*****k” in response to Rayer calling him “stupid”.
Noh later retracted the remark, although he claimed he was unaware that he had said it.

Khazanah: Too many airlines based here bad for Mal

KUALA LUMPUR, Oct 24 ― Khazanah Nasional Bhd believes an oversupply of airlines and flights based in the country is the main reason why Malaysia Airlines Bhd’s (MAB) is struggling to make money.
In a Public Accounts Committee (PAC) report published yesterday, Khazanah managing director Datuk Shahril Ridza Ridzuan said the national carrier was supposed to break even in 2018 and become profitable this year.

“What is the problem with Malaysia Airlines? The problem with Malaysia Airlines is actually a problem with our aviation industry as a whole,” Shahril told the bipartisan PAC when summoned in April to explain Khazanah’s massive RM6.3 billion loss.
Khazanah, through its subsidiary Malaysian Aviation Group Bhd, fully owns MAB.

“If you look at Malaysia today, we actually have four home carriers ― Malaysia Airlines, AirAsia, AirAsia X and Malindo ― in the market of 30 million people and a massive oversupply where effectively you have roughly about 1.7 seats for every actual customer,” Shahril said.

He was replying to Subang MP Wong Chen, who said that political feedback indicated that the reality about MAB is different from how it is perceived in the public.
Shahril said the problem with the industry is with the amount of revenue and not cost, as most airlines have managed very well in cutting down on the latter.
He also warned that the situation is bound to get worse for the region, as it has the most number of new aircrafts coming in between AirAsia and Malindo’s parent group Lion Group over the next five years.
Shahril also pointed to Malaysia’s “open sky policy”, which allows any carrier to fly into Malaysia instead of providing more flights for local-based airlines.
“So, the policy has been good for Malaysia in terms of boosting total passenger numbers, total tourist numbers but it has been terrible for the local airlines, because it essentially, you have cut into the revenue stream by forcing downward pressure on prices in terms of consumers,” he said.
He then suggested that typically to reduce the excess capacity in an industry, the weakest players would quit the market, or a consolidation of capacity and operation to rationalise the industry as a whole.
“If things were to carry on like this, what essentially it means is that the shareholder of all four airlines, not just Malaysia Airlines, will have to keep pumping money in to sustain operation of their airlines,” he said, adding that AirAsia sets to benefit the most since it has the lowest cost.
Reverting to the suggestion later, Wong jokingly asked: “In that case, we just keep supporting you RM1 billion a year for seven years and wait for Malindo to close? [Laughs] I mean that is the strategy, right? [Laughs]”
“Well, probably not best for me to comment on that one,” Shahril replied, to laughter from the room.
On Tuesday, Economic Affairs Minister Datuk Seri Mohamed Azmin Ali said the government will appoint a strategic partner to take over MAB within the next few months.
Azmin told Parliament that four potential bidders have been shortlisted from 20 received by Khazanah and the airlines’ parent company Malaysian Aviation Group Bhd.
The sovereign wealth fund has been trying to get MAB off its hands after a botched RM6 billion capital injection since 2014, as well as a massive restructuring which saw the termination of 6,000 employees.

What’s more embarrassing that getting caught by police having sex in a car in the emergency lane of a highway?
Well, a lot of things like maybe running into your ex and his new girlfriend at the supermarket and knocking over a display of cereal trying to hide/spy [Ed. Note: Us? Never!] but it certainly added insult to injury when one Penang couple was caught getting frisky, tried to outrun the police, but ended up drowning their car in water-filled ditch.

Let’s dive right in! Ha!
According to Malay-language daily Harian Metro a Penang couple had parked the vehicle they were in along the shoulder of the Butterworth Highway and suspicious police pulled over to see if the car was alright.
What officers found upon closer inspection was a 19-year-old man and his 25-year-old girlfriend in flagrante.
When the driver noticed that police were present, officers say that he panicked and attempted to drive away from the scene, heading towards Bagan Ajam Toll Plaza. Officers gave chase, and the driver’s getaway skills under pressure were not quite up to snuff: He crashed into nearby railing, hitting a motorcyclist who was traveling in the same direction, and eventually ended up in a rather deep water-filled drain (these monsoon rains!).

Luckily, the same officer that was chasing the couple managed to pull them from the submerged vehicle, and neither suffered any serious injuries in the rather embarrassing incident. The motorcyclist was sent to a nearby hospital, where doctors say he was treated for a broken foot.
Neither party in the getaway car tested positive for drugs or alcohol, and police say the two were students at the nearby Giat MARA College.
Officers are investigating the incident as a case of reckless driving: crippling embarrassment, though ego-bruising and spirit-crushing, isn’t a crime.

Beliau berkata demikian menerusi ruangan Irsyad Al-Fatwa berkaitan hukum Brazilian Wax di spa bagi bakal pengantin yang dimuat naik di laman web rasminya, semalam.
Brazilian Wax atau Bro-Zillian dan Boy-Zillian membawa maksud suatu rawatan kosmetik membabitkan pembuangan bulu ari-ari lelaki secara sepenuhnya melalui proses disebut ‘waxing’ (pelilinan).
Waxing diertikan kaedah penanggalan bulu separa kekal yang mencabut keluar bulu badan dari akarnya dengan menggunakan bahan berasaskan lilin (wax) lalu bahagian itu kekal dogol selama beberapa minggu.
Mengulas lanjut, Zulkifli berkata, melihat kepada suasana masa kini, proses Brazilian wax ini menjadi suatu perkhidmatan yang dikenakan bayaran kepada mereka yang ingin melakukannya.

Katanya, haram hukumnya bagi seorang lelaki melihat aurat lelaki lain, begitu juga ada larangan bagi seorang perempuan melihat aurat perempuan lain.
“Sekiranya staf adalah seorang lelaki dan pelanggannya lelaki atau stafnya perempuan dan pelanggannya perempuan, maka sudah pasti akan berlakunya pendedahan aurat dan ini adalah dilarang.

KUALA LUMPUR: The Federal Government is still servicing the RM4bil loan taken by SRC International Sdn Bhd from Retirement Fund Inc (KWAP) due to the company’s failure to pay its debt.
The High Court heard testimony from Finance Ministry strategic investments division deputy secretary Afidah Azwa Abdul Aziz who said the government, as the guarantor of the loan, had to be responsible in paying back the principal loan and its interest to KWAP.

“Based on the agreement between SRC International and KWAP, the loan would be settled in 2022, which is 10 years from the year the loan was disbursed in 2012,” she said here Wednesday (June 19).
The witness was reading from her witness statement at the corruption trial of former prime minister Datuk Seri Najib Razak, who faces seven charges relating to misappropriation of RM42mil in SRC funds.

Afidah, who was attached to ministry’s government guarantee unit, said in her experience, the government would service loans when a government guarantee had been given.
“For projects apart from SRC International, usually the Finance Ministry would be prepared earlier because the ministry would have to finance infrastructure projects that could not generate enough profit to pay its debts, especially during the construction period.
“But for SRC International, its loan was for the purpose of investments which it should have gained profits from.
“The government was not prepared from the aspect of allocation to pay back the loan to KWAP because SRC was late in informing the government of its failure to finance the debt,” she said.
As of May this year, the witness said the balance from the interest and principal loan taken up by SRC from KWAP – which is currently financed by the government – stood at RM4.15bil.
Najib, 66, is charged with three counts of criminal breach of trust, one count of abusing his position and three counts of money laundering involving SRC funds amounting to RM42mil.
The hearing continues before Justice Mohd Nazlan Mohd Ghazali this afternoon.

KUALA LUMPUR: Datuk Seri Najib Tun Razak has appeared for the fifth batch of charges against him, this time he pleaded not guilty at the Sessions court here to charges of tampering with a final audit report on 1Malaysia Development Berhad.
The former prime minister, who appeared in court in a dark blue suit, was granted a RM500,000 bail in one surety.
However, this time, the court did not allow bail to be posted in instalments.
According to the charge sheet, Najib had used his position as the then prime minister to gain protection from any action, whether disciplinary, civil or criminal, with regards to 1MDB by ordering the final audit report on 1MDB to be tampered with before it was finalised and presented to the Public Accounts Committee (PAC).
He allegedly committed the offence at the Prime Minister’s Office in Putrajaya between Feb 22 and Feb 26, 2016.
The charge under Section 23(1) of the Malaysian Anti-Corruption Commission (MACC) Act 2009 carries a maximum 20 years imprisonment and a fine of no less than five times the amount of gratification or RM10,000, whichever is higher.
Former Federal Court judge Datuk Seri Gopal Sri Ram, who was appointed by the Attorney General’s Chambers to lead the prosecution, offered bail at RM1mil in one surety.
This was objected to by Najib’s lawyer Tan Sri Muhammad Shafee Abdullah who said the amount was excessive considering former 1MDB group president and CEO Arul Kanda Kandasamy, who was charged with abetting Najib on the same offence at a separate court, was offered bail at RM500,000 by the same prosecution team.
Muhammad Shafee contended that both Najib and Arul Kanda were charged with different sections under the MACC Act but both would face the same punishment, upon conviction.
“My client has already paid RM5.5mil for his previous cases.
“I’m making a suggestion, should you accede to my request for my client’s bail to be hinged on the bail of the previous cases,” Muhammad Shafee said.
Sri Ram replied that Najib was the principal offender and Arul Kanda was the abettor.
“Therefore, a principal offender is treated differently from the abettor,” he said.
Sri Ram said although Najib has been charged repeatedly, it should not be the privilege in granting bail.
“There is no provision in law that allows or empowers the court to grant bail on the extension of bail from another case.
“Each of these are separate cases. I respectfully request the court not to accede to the defence and place the accused on no bail,” he said.
Judge Azura Alwi fixed bail at RM500,000 in one surety.
Muhammad Shafee asked for the bail to be posted in the denomination of RM200,000, RM200,000 and RM100,000 installments but it was declined by the court.
“No, by today,” Judge Azura said.
The case is set for mention on Jan 4, next year. Najib managed to raise the bail.
