            <description>&lt;span style='font-size:16pt;line-height:100%'&gt;Penang’s traffic projects will decide Pakatan’s fate in GE13&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;March 02, 2013	&lt;br /&gt;&lt;br /&gt;KUALA LUMPUR, March 2 – In an apparent climbdown, Lim Guan Eng is leaving it to Penangites to decide in Election 2013 if they want highway projects and a new tram system that have split support for his proposal to resolve the island state’s massive traffic woes.&lt;br /&gt;&lt;br /&gt;The Penang chief minister (picture) has come under fire from civil society groups and opposition politicians over the four-highway projects that includes an underwater tunnel to link the island half to the mainland, and his idea to restart tram lines in George Town instead of building a monorail system.&lt;br /&gt;&lt;br /&gt;&lt;span style='font-size:14pt;line-height:100%'&gt;“The PR Penang state government will submit to the will of 1.6 million Penangites, who will decide on the tender award of 4 highway improvement projects of RM6.3 billion, including South East Asia first underwater sea tunnel from Gurney Drive to Bagan Ajam,” the Penang chief minister said in a statement.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;His Pakatan Rakyat (PR) state government had recently awarded the highway deal to a consortium comprising a local company and Beijing Urban Construction Group, the Chinese construction company that built the Beijing Olympic Stadium Bird Nest.&lt;br /&gt;&lt;br /&gt;&lt;img src='http://www.themalaysianinsider.com/images/uploads/mugshots/limguaneng400px_5.jpg' border='0' alt='user posted image' /&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style='font-size:14pt;line-height:100%'&gt;“Should PR win power in Putrajaya, PR is also proposing a tram system throughout the state linking both the island and the mainland,” Lim said.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;The first-term CM said the monorail idea proposed by the Barisan Nasional (BN) state opposition would not be suitable for a world heritage city like George Town and it’s elevated structure would “destroy Penang’s charms”.&lt;br /&gt;&lt;br /&gt;The massive road projects involved a 6.5km underground tunnel that links Gurney Drive to Bagan Ajam on the mainland, a 4.2km highway linking Gurney Drive to Tun Dr Lim Chong Eu Expressway, a 4.6km highway linking Tun Dr Lim Chong Eu Expressway to Bandar Baru Air Itam bypass and a 12km road connecting Tanjung Bungah to Teluk Bahang.&lt;br /&gt;&lt;br /&gt;The project had drawn mixed reactions from the public with some supporting it while civil society groups such as the Consumer Association of Penang was against it, saying that it will only bring in more traffic to the island to cause even more congestion.&lt;br /&gt;&lt;br /&gt;Lim has refused to drop the billion ringgit mega infrastructure projects despite strong objections by civil society group, Penang Forum yesterday, saying his hands were tied due to the separation of state and federal powers that placed the public transport portfolio squarely within the authority of Putrajaya.&lt;br /&gt;&lt;br /&gt;In a two-hour dialogue session between Lim and 12 representatives from the Penang Forum on Thursday, the social activists had demanded the state cancel the project.&lt;br /&gt;&lt;br /&gt;They had voiced their unhappiness at the PR state government’s unseemly haste in pushing through the project without taking the initiative to carry out an independent environmental impact assessment (EIA).&lt;br /&gt;&lt;br /&gt;They had also demanded that an efficient public transportation be put in place instead of the construction of more roads, which they claimed could cause more traffic congestion.&lt;br /&gt;&lt;br /&gt;Ahmad Chik, one of the Penang Forum members, said research had shown that the construction of more highways and a third link between the island and the mainland will only attract more traffic which will not resolve the congestion.&lt;br /&gt;&lt;br /&gt;Lim told them his hands were tied when it came to public transport so he had no choice but to build roads instead.&lt;br /&gt;&lt;br /&gt;“I can’t just leave the situation and twiddle my thumbs, I have to do something to alleviate the congestion,” he said.&lt;br /&gt;&lt;br /&gt;He reminded them that public transport is under the purview of the federal government so even if the state wanted to implement any public transport system, they needed the approval of the federal government.&lt;br /&gt;&lt;br /&gt;The chief minister eventually bowed to the pressure and promised to carry out an EIA, the cost of which would be borne by the contractor.&lt;br /&gt;&lt;br /&gt;&lt;a href='http://www.themalaysianinsider.com/malaysia/article/penangs-traffic-projects-will-decide-pakatans-fate-in-ge13/' target='_blank'&gt;sos&lt;/a&gt;</description>

will pay them RM10 million to provide free service during peak hours a few years ago and though they had agreed verbally, somehow it never materialised,” he said.&lt;br /&gt;&lt;br /&gt;“This clearly shows public transportation is beyond our powers so we do the next best thing, we build roads for traffic dispersal,” he said.&lt;br /&gt;&lt;br /&gt;However, Lim said the commencement of the project is dependent on the signing of the contract with the contractor on the deal and also the final Environmental Impact Assessment (EIA) report which will be undertaken by the contractor.&lt;br /&gt;&lt;br /&gt;The group then demanded an assurance that the project will not cause a massive impact to the environment and asked that an independent company be appointed to conduct an unbiased EIA.&lt;br /&gt;&lt;br /&gt;The EIA conducted by companies appointed by contractors usually sided the contractor so it is more important to have an independent company to do the EIA, they said.&lt;br /&gt;&lt;br /&gt;To allay their concerns on the environmental impact of the project and their demands that an unbiased EIA is conducted, Lim agreed that the state government will consider their proposal of appointing an independent company to conduct the EIA.&lt;br /&gt;&lt;br /&gt;“We will consider appointing an independent company which the contractor will have to pay for as we are not going to pay for the EIA,” he told the NGO representatives.&lt;br /&gt;&lt;br /&gt;Ahmad Chik, one of the Penang Forum members, said research has shown that the construction of more highways and a third link between the island and the mainland will only attract more traffic which will not resolve the congestion problem.&lt;br /&gt;&lt;br /&gt;The group also demanded that the state government provide an alternative link such as a bus link using the Penang Bridge and that “access fee” be charged on vehicles entering Penang.&lt;br /&gt;&lt;br /&gt;&lt;span style='font-size:14pt;line-height:100%'&gt;Lim strongly disagreed with the group’s proposed “access fee” by stating that it would only deter visitors from coming to the state.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;“We have other considerations to make and our considerations must not only be island-centric but must be state-centric as we must also include the mainland,” he said.&lt;br /&gt;&lt;br /&gt;The group had also questioned Lim’s motives behind awarding the project to a contractor just several weeks before the polls is expected to be called.&lt;br /&gt;&lt;br /&gt;The also asked Lim if the project will proceed if Pakatan Rakyat (PR) managed to take over Putrajaya as it would mean the PR state would finally have a say in matters that were under the federal government’s jurisdiction.&lt;br /&gt;&lt;br /&gt;&lt;span style='font-size:14pt;line-height:100%'&gt;Public transportation is beyond our powers so we do the next best thing, we build roads for traffic dispersal. unsuitable for a heritage city,” he said.&lt;br /&gt;&lt;br /&gt;He said the tram system would be complemented by a road system as the tram will need to use road space too.&lt;br /&gt;&lt;br /&gt;“We have to admit the three highways, the dual carriageway linking Teluk Bahang to Tanjung Bungah, the Air Itam bypass linking to Tun Dr Lim Chong Eu Expressway and the Gurney Drive link to the same expressway are all important to clear up traffic in these areas,” he said.&lt;br /&gt;&lt;br /&gt;Yesterday, the state government had announced the awarding of the tender for the project to a Malaysian-China join venture company, Consortium Zenith BUCG Sdn Bhd and that the deal did not involve cash except for a land swap.&lt;br /&gt;&lt;br /&gt;It will take a few months before the contract for the project is finalised and it will only be formally signed, so as to be legally binding, after both parties have agreed to the details of the contract which is under discussion now.&lt;br             <description>Monorail operations interrupted after rubber tyre bursts&lt;br /&gt;January 29, 2013&lt;br /&gt;&lt;br /&gt;KUALA LUMPUR, Jan 29 – Monorail operations in the city were interrupted after one of the rubber tyres of the Titiwangsa-bound monorail burst near the KL Monorail Chow Kit Station, here, today.&lt;br /&gt;&lt;br /&gt;Syarikat Prasarana Negara Berhad Berhad (Prasarana) Senior Manager for Communications and Media Affairs Azhar Ghazali said swift action by the driver of the monorail managed to ensure the passengers safety.&lt;br /&gt;&lt;br /&gt;“The driver, Rizalman Rosli, 37, managed to bring the train to a safe halt when the tyre burst at 6.30pm. A train was dispatched to conduct coupling exercise to bring the stranded train to the nearest station.&lt;br /&gt;&lt;br /&gt;“When the coupling exercise was extended, a rescue train was dispatched and reached the scene at 7.15pm to conduct train-to-train evacuation,” he said in a statement.&lt;br /&gt;&lt;br /&gt;Chief Operating Officer of KL Monorail Abdul Hadi Amran said the evacuation was successfully completed by 7.24pm and all 200 passengers were safe and that the air-conditioning on the train was operational throughout the evacuation period.&lt;br /&gt;&lt;br /&gt;He added that the KL Monorail rescue team managed the evacuation with the support of the Fire and Rescue Services Department.&lt;br /&gt;&lt;br /&gt;“We are providing alternative services at our stations until the monorail services resume,” he said.&lt;br /&gt;&lt;br /&gt;Meanwhile, Kuala Lumpur Fire and Rescue Department director Khiruddin Drahman in an SMS said 29 fire and rescue personnel from the Hang Tuah, Setapak, Titiwangsa and Sentul fire station were involved  in the rescue exercise.&lt;br /&gt;&lt;br /&gt;He said they helped evacuate 169 passengers – 103 women, 60 men and a child using fire engines equipped with ladders. – Bernama&lt;br /&gt;&lt;br /&gt;&lt;a href='http://www.themalaysianinsider.com/malaysia/article/monorail-operations-interrupted-after-rubber-tyre-bursts/' target='_blank'&gt;sos&lt;/a&gt;</description>

            <description>Update on joint raids conducted by enforcement agencies on companies suspected of conducting illegal investment schemes using gold&lt;br /&gt; &lt;br /&gt;The Attorney General’s Chambers, the Royal Malaysia Police and Bank Negara Malaysia, would like to provide the following update on the recent raids against companies suspected of operating illegal investment schemes using gold.&lt;br /&gt;&lt;br /&gt;These raids were conducted in the interest of protecting the investors as well as the public at large from falling victim to illegal schemes.&lt;br /&gt; &lt;br /&gt;Based on surveillance and examination conducted on these companies, it has been discovered that these companies are operating schemes that are believed to be not sustainable to provide the promised high monthly returns, nor would they be able to provide the buy back guarantee of gold.  Such schemes are not sustainable because the returns promised are not funded through gold trading, but from the monies invested into such schemes.  The investigations have also revealed that the amount of assets and monies held by these companies do not commensurate with the amount collected from their investors. &lt;br /&gt; &lt;br /&gt;Prior to the joint raids, it has been noticed that these companies have delayed in returning gold or money to the investors within the stipulated time as promised.
