Pant's printed size and its actual size

Hi,

I've never bothered to check my actual waist size since i know what kinda pant size i want. I always buy size 30" now but out of curiosity i measured my own waist where the pants is hanging, it shows 32". I then measured the pant itself, it shows a 32. Why is there a different in size, printed size and actual size?

I'm asking this because i'm planning to buy a trouser online which is why this whole query came out. LOL.

So what size should i order? a 31 since they only have 31(that i follow all the pants size that i'm wearing) or 33" (that follows my waist size)

I've even asked another friend of mine who bought from the same site what size is his work pants, he wears at 30" and buys a 31 from this site.

Since most of you forumers dont read the RnR on the first post, I will have to get strict in this matter since i've been doing the dirty work in cleaning up all the mess in the adoption thread.
